About this opportunity

The Naval Surface Warfare Center (NSWC), procured by Naval Sea Systems Command, intends to issue a sole-source purchase order for modeling and simulation services on a Propeller-Driven Rotor system, with quotes due August 11, 2026. This is a total small business set-aside.

The requirement is a Phase IIA continuation of Phase I efforts (Order No. N0016726Q1022) focused on maturing the PDR flight control system, which exhibited damped oscillatory response in prior testing. The work encompasses three primary task areas: flight controller enhancement to refine control laws and optimize gain selection using FLIGHTLAB software; hardware-in-the-loop integration to couple Pixhawk hardware with FLIGHTLAB for real-time bi-directional communication; and FLIGHTLAB technical support and validation providing engineering support to NSWC personnel.

Performance runs from September 15, 2026 through December 30, 2026. Work is conducted at the UNCLASSIFIED level with technical data marked as Controlled Unclassified Information (CUI). Contractor employees require CMMC 2.0 Level 1 certification with demonstrated progress toward Level 2, and IAT Level I certification. All collaboration is virtual; no travel is authorized.

The sole-source restriction is justified by exclusive licensing agreements. Advanced Rotorcraft Technology, Inc. (ART), located in Fremont, California, is identified as the unique developer and supplier of the FLIGHTLAB rotorcraft analysis software integrated into the Navy's development workflow. Alternative simulation products lack the proprietary FLIGHTLAB architecture required to interface with existing propeller-driven rotor models.

The acquisition follows FAR Part 12 procedures as a simplified acquisition. NAICS code is 541330 (Engineering Services); PSC is R425. Quotes must be FOB Destination with no separate shipping charges. Questions are due August 7, 2026 at 12:00 EST.

Notice text

The U.S. Naval Surface Warfare Center (NSWC) requires detailed investigation into the performance, flight dynamics, structural loads, and stability of a Propeller-Driven Rotor (PDR) system. Phase I demonstrated the basic feasibility of controlling a PDR simulation model. However, the aircraft response showed a damped, oscillatory response which warrants further enhancement of the PDR flight controller. This Phase IIA effort will mature the flight control system, explore hardware-in-the-loop simulation, and provide general support to NSWC personnel. This project serves as a continuation of Phase-I efforts (Order No. N0016726Q1022). This award is to be made on a Sole Source Basis.
