About this file
This is a Statement of Work (SOW) for modeling and simulation services related to a propeller-driven rotor (PDR) system. The contractor, Advanced Rotorcraft Technology Inc. (ART), shall provide comprehensive modeling, simulation, and analysis services using the FLIGHTLAB software suite as a Phase IIA continuation of prior Phase I efforts for the U.S. Naval Surface Warfare Center (NSWC). The effort focuses on maturing flight control strategy, refining control laws, and advancing control system implementations to mitigate oscillatory aircraft responses identified in the previous phase.
The SOW requires three primary task deliverables: (1) Flight Controller Enhancement to refine the existing PDR flight controller framework, optimize gain selection, and evaluate alternative control strategies, documented in CDRL A001 (FLIGHTLAB Models Documentation) and CDRL A002 (Control System Documentation); (2) Hardware-in-the-Loop (HIL) Integration to develop an operational procedure for coupling open-source Pixhawk hardware with FLIGHTLAB for bi-directional real-time communication, delivered as CDRL A003; and (3) FLIGHTLAB Technical Support & Validation providing engineering support to NSWC personnel with comparative analysis of simulation results against physical data, delivered as CDRL A004 (Presentation Material) and CDRL A005 (Final Technical Report). All work shall be conducted at the UNCLASSIFIED level with technical data marked as Controlled Unclassified Information (CUI), requiring CMMC 2.0 Level 1 certification with demonstrated progress toward Level 2, and IAT Level I Certification for contractor employees accessing government systems. No travel is authorized; all collaboration shall be virtual. The Period of Performance runs from September 15, 2026 through December 30, 2026, with government review and approval of all deliverables required within 15 business days of submission.

STATEMENT OF WORK
Modeling and Simulation of a Propeller-Driven Rotor System
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: The contractor, Advanced Rotorcraft Technology Inc.
(ART), shall provide modeling, simulation, and comprehensive analysis services for a propeller-driven rotor (PDR) system utilizing the FLIGHTLAB software suite. The focus of this Phase IIA effort is on maturing the flight control strategy, refining control laws, and advancing the control system implementations that were initiated during the prior conceptual phase.
This project serves as a continuation of Phase-I efforts and involves immediate follow-on tasks defined as Phase-IIA. The focus of this effort is on maturing the flight control strategy, refining control laws, and advancing the control system implementation that was initiated during the prior conceptual phase.
2.0 BACKGROUND: The U.S. Naval Surface Warfare Center (NSWC) requires detailed investigation into the performance, flight dynamics, structural loads, and stability of a Propeller-Driven Rotor (PDR) system. Phase I demonstrated the basic feasibility of controlling a PDR simulation model. However, the aircraft response showed a damped, oscillatory response which warrants further enhancement of the PDR flight controller. This Phase IIA effort will mature the flight control system, explore hardware-in-the-loop simulation, and provide general support to NSWC personnel. This project serves as a continuation of Phase-I efforts (Order No. N0016726Q1022).
3.0 OBJECTIVE:
• Mature the modeling, simulation, and analysis of the PDR aircraft with specific emphasis on flight control mechanisms.
• Explore various control approaches and scale the configuration for significant cargo-carrying missions.
3.1. TASKING:
3.1.1 Flight Controller Enhancement
The Contractor shall enhance the existing Preliminary Design Review (PDR) flight controller to mitigate oscillatory responses and support maneuvering flight. This task shall include refining the controller framework, optimizing gain selection, and evaluating and implementing approved alternative control strategies. The Contractor shall document all control system modifications, architectures, and performance metrics, to be delivered in accordance with CDRL A001 (FLIGHTLAB Models Documentation) and CDRL A002 (Control System Documentation).
3.1.2 Hardware-in-the-Loop (HIL) Integration
The Contractor shall develop and deliver an Operational Procedure detailing a robust framework for coupling open-source Pixhawk hardware with the FLIGHTLAB simulation environment to support bi-directional, real-time communication between the hardware and the software model.
This Operational Procedure shall be delivered in accordance with CDRL A003 (Operational Procedure).
3.1.3 FLIGHTLAB Technical Support & Validation
The Contractor shall provide FLIGHTLAB engineering support services to Naval Surface Warfare Center (NSWC) personnel. As part of this support, the Contractor shall conduct a comparative analysis of simulation results against measured physical data and update FLIGHTLAB models with detailed aircraft properties. The Contractor shall deliver briefing slides summarizing these activities in accordance with CDRL A004 (Presentation Material), and a comprehensive validation analysis in accordance with CDRL A005 (Final Technical Report).
4.0 SECURITY:
All work under this contract shall be conducted at the UNCLASSIFIED level. However, all technical data is considered sensitive and shall be marked and handled as Controlled Unclassified Information (CUI).
The contractor must maintain CMMC 2.0 Level 1 certification and demonstrate active progress towards Level 2. Contractor employees requiring access to government information systems must obtain and provide evidence of Information Assurance Technician (IAT) Level I Certification.
5.0 TRAVEL:
No travel is required or authorized under this effort. All collaboration will be conducted virtually.
6.0 GOVERNMENT FURNISHED INFORMATION (GFI):
The Government will provide the following information and access necessary to perform the tasks outlined in Section 3.0:
• No formal Government Furnished Information/Equipment (GFI/GFE) deliverables are required from the Government to initiate this contract. Required technical parameters, specifications, and test data will be exchanged informally during post-award collaboration via business memos.
• Direct access to designated NSWC engineers for technical consultation.
• Coordination with the NSWC rotorcraft modeling team for knowledge integration.
7.0 DELIVERABLES:
The contractor shall provide the following deliverables in accordance with the Contract Data Requirements List (CDRLs). All deliverables shall be provided in electronic format (PDF for reports, native formats for models).
