About this opportunity

The Department of the Interior's Interior Business Center seeks a qualified contractor to conduct an Operational Assessment (Mock Survey) for the Armed Forces Retirement Home in preparation for Joint Commission Accreditation. The assessment must evaluate multiple service lines including Ambulatory Care, Home Care (Independent Living Plus), Nursing Care, Life Safety/Environment of Care, Assisted Living Services, Long Term Care Services, and Memory Support Services, with particular emphasis on identifying gaps and providing recommendations for corrective action. The contractor must possess demonstrated experience and qualifications in current Joint Commission standards and must deliver a comprehensive Mock Survey Findings Report upon completion. The government will evaluate proposals using a best-value approach, with Technical merit and Past Performance weighted more heavily than Price, and quoters must submit separate technical proposals (limited to 10 pages excluding Quality Control Plans and resumes) and detailed price proposals with cost breakdowns by location. The original proposal due date was April 13, 2026, but Amendment 0001 extended the deadline to April 16, 2026 at 1500 EDT; all offerors must acknowledge receipt of the amendment to avoid rejection.

This solicitation is set aside 100 percent for Small Business concerns under NAICS code 541611 (Administrative Management and General Management Consulting Services), with a size standard of $24.5 million. There is no incumbent contractor identified for this requirement. The performance period runs from May 1, 2026 through October 31, 2026, with campus-specific scheduling requirements: the Washington, DC campus must be surveyed in August 2026, and the Gulfport, MS campus must be surveyed in October 2026. The Washington, DC facility operates 276 nursing home beds with services for up to 60 assisted living residents, 36 long-term care residents, 24 memory support residents, and 15 home care residents; the Gulfport campus operates 600 nursing home beds with services for up to 38 assisted living residents, 24 long-term care residents, 17 memory support residents, and 28 home care residents. Quoters must submit firm-fixed pricing with separate cost breakdowns for each campus location plus a combined total price, with costs allocated by labor, travel, and other direct expenses. No specific budget range or award value has been disclosed in the solicitation documents.
