Operational Assessment for Armed Forces Retirement Homes (AFRH)
GENERAL NOTICE REGARDING TECHNICAL QUOTE REQUIREMENTS
This acquisition is performance-based in accordance with FAR Part 37.6. A Performance Work Statement (PWS) has been provided in lieu of a prescriptive statement of work. Consistent with this framework, the Government does not prescribe level of effort, staffing mix, number of key personnel, or methodologies required to achieve the outcomes in the PWS — these determinations rest with the quoter. Quoters are reminded to review the Technical Quote instructions and evaluation criteria in the solicitation. The Government is unable to provide direction on staffing levels, level of effort, key personnel quantities, or Technical Quote content, as these decisions are the quoter’s responsibility under a performance-based acquisition.
Q1: Please confirm the actual set-aside type for this procurement. The SF 1449 cover page indicates WOSB, while the addendum states the RFQ is set aside for a Small Business award.

Q3: Please confirm the expected level of effort for each campus, including anticipated on-site days and required disciplines, whether Long Term Care and Memory Support Services are fully in scope at both campuses, and whether post-survey action-plan review, mitigation support, and educational materials are included in the base requirement.
A3: Quoters are referred to Sections 3.1, 3.3, 4.1, and 4.1.3 of the PWS, which define the full scope of required services, disciplines, and deliverables at both campuses. Long Term Care, Memory Support Services, and post-survey action plan review and mitigation support are included in the scope of this requirement. The level of effort and on-site days are within the quoter's discretion as part of their proposed approach under this performance-based acquisition.

A10: The visit will be scheduled and planned so that each campus will have advanced notice of arrival. Visitor badges will be provided upon arrival. Escorts for the visitors will be provided once onsite and throughout survey There should be a report for each campus for a total of two reports.
Q11: Please confirm whether the Government will provide workspace, interview space, and access to documents and personnel needed to conduct the mock survey.
A11: The organization will provide a work and interview space. Documents and personnel needed to conduct the survey will be available.
Q12: Please advise whether there are any campus-specific scheduling constraints or blackout dates offerors should account for.
A12: Other than federal holidays, the month of August 2026 will be a constraint for the DC campus and the month of Oct 2026 will be a constraint for the Gulfport campus.
Q13: Please confirm the lead time and process for satisfying onsite health documentation requirements.

Q15: Please confirm whether Technical and Past Performance are of equal importance relative to each other.
A15: Technical is more important than Past Performance. Both Technical and Past Performance are more important than Price.
Q16: Please confirm whether the Government intends to make award without discussions.
A16: The Government reserves the right to make award without discussions. Quoters should submit their most favorable terms with their initial submission.
