About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Eustis is seeking sources for Mock Elastique Polyester Wool fabric to manufacture cadet gray trousers. The government is conducting a Sources Sought Notice to determine small business interest in providing 15,000 yards of specialized fabric that mimics a 19 oz. 100% worsted wool Elastique cloth for United States Military Academy uniforms. Interested small businesses from all socioeconomic categories are encouraged to respond with detailed information about their capabilities, including firm details, contact information, business status, and NAICS code. Respondents must provide evidence of previous experience with similar textile requirements, pricing information, delivery schedules, and recommendations for structuring the contract to facilitate small business competition. All responses must be submitted to Dayanna Wallace at dayanna.wallace.civ@army.mil by May 5, 2025, with the specific subject line "PANMCC-25-P-0000 015812 Mock Elastique Fabric".
The procurement will potentially be set aside for small businesses, contingent upon receiving responses from at least two qualified small business vendors who can demonstrate sufficient capability. The contract is anticipated to be structured for a base period plus four additional years, targeting the NAICS code 313310 for Textile and Fabric Finishing Mills. While no specific award value is mentioned, the requirement involves producing a specialized fabric with precise technical specifications, including specific color matching (Cadet Gray 372), shrinkage limitations, and comprehensive testing requirements. The fabric must be delivered in rolls between 85-100 yards to the USMA Logistics Warehouse in West Point, NY, with strict guidelines for composition, color fastness, and overall quality. The government emphasizes that this notice is for information and planning purposes only and does not guarantee a future contract or commitment to procurement.
