About this opportunity

The 377 Maintenance Support Group at Kirtland Air Force Base, under the Department of the Air Force Materiel Command Nuclear Weapons Center, is seeking qualified contractors to provide reconnection services for the MOCC Unify telephone and radio communications system. The procurement involves reinstalling an OpenScape Voice console system consisting of eight controller positions, including all associated operating systems, wires, cables, controller screens, radio interfaces, and a voice recorder with playback and downloadable capability. Interested businesses must submit responses electronically by 1:00 pm MST on February 23, 2026, to Ms. Monique McLaughlin and Ms. Cassandra Bengfort at the provided email addresses. The Air Force anticipates conducting a competitive acquisition resulting in a Firm-Fixed-Price contract, and small business respondents should provide a one-page Statement of Capabilities demonstrating their maintenance service capability. This is a Sources Sought Notice issued for market research and planning purposes; no solicitation is currently available, and respondents should not submit proprietary information or assume this represents a commitment to award a contract.

This opportunity is designated as a Total Small Business set-aside, with the Air Force reserving the right to make a formal small business set-aside determination based on submitted responses. Mission Critical Solutions is identified as a potential incumbent contractor based on the Statement of Work documentation. The anticipated NAICS code is 238210 (Electrical Contractors and Other Wiring Installation Contractors) with a size standard of $19,000,000. The project timeline is approximately 90 days from contract award, with work to be performed during standard business hours (Monday-Friday, 0800-1700) excluding federal holidays. The reinstallation will address reconnection needs resulting from a July 2024 flooding event and will include six new and two existing OpenScape Voice Teguar touch-screen phones, UPS reinstallation, radio interface integration with Land-Mobile Radio connections, and digital voice recording capability for a minimum of 10 simultaneous lines, with the contractor responsible for all materials, tools, transportation, security clearances, and site cleanup.
