About this opportunity
Naval Supply Systems Command is preparing to solicit fixed-price installation of Motorola XTL 5000 and Kenwood mobile radio systems across Navy Fire & Emergency Services vehicles at multiple California Naval installations, with capability statements due by July 21, 2026. The Government reserves the right to set-aside this contract for small business categories including 8(a), HUBZone, SDVOSB, WOSB, and EDWOSB; any set-aside award will require the prime contractor not to pay more than 50 percent of contract value to non-similarly situated entity subcontractors.
Work encompasses eleven vehicles across Naval Base Coronado, Naval Air Station Lemoore, NBVC Point Mugu, Naval Base Point Loma, NAWS China Lake, SNI Field Station, NBVC Point Hueneme, and NAS Fallon Nevada, with four vehicles requiring dual-radio configuration and command box installation. The contractor provides all labor, tools, materials, and technical expertise; the Government furnishes primary radio units, while the contractor supplies command boxes (Troy Products with 911 circuit package), antennas, NMO mounts, RF coaxial cabling, shielded power runs, fuses, ignition-sense wiring, LVD switches, OEM data/control cables, and vehicle-specific mounting brackets and faceplates. All installations must comply with Motorola R56 standards, OEM installation manuals, NFPA 1221, NFPA 1500, and DoDI 6055.06, with Voltage Standing Wave Ratio testing targeting SWR less than 1.5:1 and functional TX/RX voice checks.
Delivery is required no later than 120 days after contract award. NAICS 811210 applies, with a small business size standard of $34 million. Interested parties must submit five-page capability statements to Amber Haverstick (amber.m.haverstick.civ@us.navy.mil) by 0900 PST July 21; the question deadline is July 17.
