About this file
This is a Statement of Work for FY26 Navy Region Southwest Fire & Emergency Services Mobile Radio Installation. The contractor shall provide all labor, tools, materials, and technical expertise to install Motorola XTL 5000 and Kenwood mobile radio systems across multiple Navy Fire & Emergency Services vehicles at various Naval installations in California, including Naval Base Coronado, Naval Air Station Lemoore, NBVC Point Mugu, Naval Base Point Loma, NAWS China Lake, SNI Field Station, NBVC Point Hueneme, and NAS Fallon Nevada. The Government will furnish primary radio units as Government-Furnished Equipment (GFE), while the contractor is responsible for providing command boxes (Troy Products Command post with hinged drawer face whiteboard and 911 Circuit package), antennas, NMO mounts, RF coaxial cabling, shielded power runs, fuses, ignition-sense wiring, LVD switches, OEM data/control cables, and vehicle-specific mounting brackets and faceplates.
The project encompasses installation and testing of radios on eleven vehicles, with four vehicles requiring dual-radio configuration and command box installation. Installation and testing requirements mandate compliance with Motorola R56 standards and OEM installation manuals, NFPA 1221, NFPA 1500, and DoDI 6055.06. All installations must include Voltage Standing Wave Ratio (VSWR) testing on antenna lines with target SWR less than 1.5:1 and functional TX/RX voice checks with local dispatch. Project milestones include GFE handover and inventory, base access and scheduling coordination, physical installation completion, and testing and acceptance with VSWR test reports and Station Chief sign-off. This is a firm fixed price, lump sum delivery contract with delivery required no later than 120 days after contract award. Payment shall be made via WAWF, and the contractor must submit invoices with detailed product listings to designated points of contact. The Contracting Officer's Representative is Sheila Sanchez at (619) 616-9229, and the Program Point of Contact is Ray Macias at (619) 705-5378.
