About this opportunity
Air Combat Command is soliciting contractors to provide mobile duty heavy crane rental services supporting the 366th Maintenance Squadron at Mountain Home Air Force Base, Idaho, with responses due by July 31, 2026. No set-aside applies. The contractor must deploy a highway-legal, self-propelled hydraulic crane capable of lifting at least 90 tons with minimum vertical boom tip reach of 100 feet, staffed with a qualified operator, to support aircraft recovery operations within a 250-mile radius of the base spanning Idaho, Oregon, Nevada, Utah, Montana, Washington, and Wyoming.
The contractor must maintain 24/7/365 availability with 15-minute emergency call response and mobilize to crash sites within 48 hours of notification, subject to permit and weather delays. Non-emergency administrative services operate Monday through Friday, 7:00 AM to 4:30 PM Mountain Standard Time. The contractor furnishes the crane operator, labor, supervision, fuel, transportation, rigging hardware (except aircraft-specific slings), and administrative supplies; the government provides aircraft lifting slings, transport trailer, and semi-truck with military driver.
All contractor personnel require background checks (SF-85 or SF-86), DoD Level I Antiterrorism Training via JKO within 30 days, OPSEC training within 90 days, and English fluency. Performance standards mandate 95 percent on-time 48-hour mobilization, 100 percent call response compliance, and 98 percent personnel English fluency and identification compliance. Contract vehicle is a Blanket Purchase Agreement. Submission format requires 5 to 10 pages addressing company administrative data, technical capability narrative with crane weight-capacity categories, and summaries of three similar projects completed within the last three to five years.
