About this opportunity

Sierra Army Depot (SIAD) is conducting market research to identify potential sources for diagnostic and repair services for a 240-Ton TEREX model AC200-1 mobile crane. The Department of the Army Materiel Command Contracting Command Detroit Arsenal is managing this pre-solicitation opportunity, which seeks qualified contractors capable of performing comprehensive inspections and repairs on complex crane equipment. Interested firms must submit a capability statement that includes their company's socioeconomic status, Unique Entity Identifier (UEI), and CAGE Code by January 30, 2025. The Performance Work Statement (PWS) requires contractors to have a certified crane technician qualified as an equipment operator and capable of diagnosing electrical, hydraulic, and mechanical systems. Respondents must be prepared to provide a written repair estimate within 4 business days of inspection and potentially begin repairs within 10 business days, adhering to ASMW B30.5 and OSHA 1910.180(a)(1) standards.

The pre-solicitation notice indicates no specific set-aside designation for small businesses, meaning all qualified contractors may compete. The contract is structured with a Firm Fixed Price for diagnostics and repair estimates (CLIN 0001) and a Time & Materials approach for optional repairs (CLIN 0002). The period of performance will begin within 30 days of award, with work primarily conducted Monday through Thursday from 6:30am to 5:00pm at the Sierra Army Depot in Herlong, California. While no specific budget range is disclosed, the scope involves comprehensive inspection and potential repair of a single 240-Ton mobile crane. No facility security clearance is required, though contractor personnel must pass installation vetting requirements. This sources sought notice is explicitly for market research purposes and does not guarantee a future solicitation or contract award.
