About this opportunity
The Department of the Air Force Headquarters District Washington seeks quotations for two mobile bleachers, with proposals due May 6, 2026 at 2:30 PM EDT. This procurement is a total small business set-aside and issued as a Request for Quotation (RFQ); no separate written solicitation will be issued.
Place of performance and delivery are Joint Base Andrews, Maryland. The requirement specifies two towable, hydraulically operated bleachers with approximately 130-person seating capacity each, 39-foot length, approximately 10 rows with 24-inch row spacing, vertical guard rails, heavy I-beam main frame, LED lighting, electric brakes on all four wheels, removable telescoping tongues, stabilizing jacks, and a self-contained 12-volt hydraulic folding mechanism with integrated battery and charger. Hitch configurations must be either kingpin or rear hitch assemblies; all other configurations will be deemed non-responsive. Delivery must occur within 45 days after receipt of order (firm requirement), though faster delivery timelines may be evaluated favorably at higher prices.
NAICS code is 337127, Institutional Furniture Manufacturing, with a small business size standard of 500 employees. Questions were due April 29, 2026 at 2:30 PM EDT. Amendment 2 extended the due date to May 6 and clarified tow hitch restrictions; contractors who previously proposed non-compliant hitch arrangements must submit updated quotes by the new deadline or be deemed non-responsive. Quotations must remain valid for 90 days. Evaluation criteria are price and technical acceptability, with the government awarding to the responsible offeror whose conforming quote is most advantageous considering both factors. Offerors must provide a technical capability statement with product specifications demonstrating conformance to salient characteristics.
