About this file

This is an Amendment 2 to a combined synopsis and solicitation (RFQ) for mobile bleachers issued by the Department of the Air Force 316th Contracting Squadron at Joint Base Andrews, Maryland. The solicitation number is FA286026Q4012, with a revised response deadline of Wednesday, May 6, 2026, at 2:30 PM EDT. The requirement is for two (2) mobile bleachers that must be towable, seat approximately 130 people, be hydraulically operated, and fully mechanical. Key specifications include 39 feet in length with approximately 10 rows, highway towability, vertical guard rails, heavy I-beam main frame, 24-inch row spacing, LED lighting, electric brakes on all four wheels, removable tone telescopes, stabilizing jacks, and a 12-volt hydraulic folding mechanism with self-contained battery and charger. Delivery must be completed within 45 days after receipt of order (ARO), which is a firm requirement; quotes proposing faster delivery timelines may be evaluated favorably at higher prices. All hitch configurations must be either kingpin or rear hitch assemblies; any other configuration will be deemed non-responsive, and contractors who previously proposed unacceptable hitch arrangements must submit updated quotes acknowledging Amendment 2 or face non-responsiveness determination.

This acquisition is set aside for 100% small businesses under NAICS code 337127 with a 500-employee size standard. Quotes must be submitted via email to the Contract Specialist (Tyler Choe) and Contracting Officer (Byron Howard) and must remain valid for 90 days. Evaluation criteria include price and technical acceptability, with the government awarding to the responsible offeror whose conforming quote is most advantageous considering both factors. Contractors must provide a statement acknowledging technical capability to perform and submit product specifications for comparison to the salient characteristics. Delivery, inspection, and acceptance shall occur at Joint Base Andrews, Maryland. Amendment 1 incorporated FAR clause 52.222-90 without changing the due date. Questions must be submitted by Wednesday, April 29, 2026, at 2:30 PM EDT, and no site visits are scheduled at this time.

Evaluation Criteria

RFO Provision 52.212-2, Evaluation -- Commercial Products and Services, applies to this acquisition. As prescribed in RFO 12.205(a)(2), the following addendum is provided for this solicitation and hereby amends any language therein:

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:

· Price

· See Instructions to Offerors, number 7, Price

· Technical acceptability

· See Instructions to Offerors, number 6 for what information is necessary to be determined technically acceptable. Delivery timeline is a firm requirement. The Government reserves the right to value a faster delivery timeline at a reasonable price over a lower price.

(b) Options. The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a quote is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of a quote mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
