About this opportunity

The Department of Homeland Security Office of Procurement Operations issued Solicitation Number 70RSAT26R00000003 as a Request for Proposal for the development, testing, and deployment of mobile and transportable microreactor systems capable of supporting critical DHS missions in fixed-site and expeditionary operating environments. The solicitation seeks up to two contractors to design and deliver ten nuclear microreactor units with specifications including 0.7-2 MWe continuous electrical output per reactor, 3-10 years of core life without refueling, and sealed-core factory-fueled design. Key requirements include autonomous operation capability, minimal site preparation needs, compliance with transport radiation exposure limits, and the ability to support both stationary and mobile power generation scenarios with comprehensive safety documentation and regulatory compliance. Evaluation will emphasize technical factors as significantly more important than price, with particular focus on the contractor's ability to deliver an operational system by December 2028, transportable and mobile capability, and compliance with licensing, safety, and regulatory requirements. The deadline for submitting questions was 4:00 PM Eastern Standard Time on December 30, 2025, with the proposal submission deadline set for 4:00 PM Eastern Standard Time on January 9, 2026.

This is a full and open competition with no set-aside designations. The contract value is estimated between $361.5 million and $722 million, structured across five milestones including contract stand-up and preliminary design, prototype completion and validation, First-of-a-Kind delivery and acceptance, Next-of-a-Kind manufacturing and delivery of units 2-10, and secure operations and lifecycle support. The contractor must deliver a prototype by June 30, 2027, a First-of-a-Kind unit by December 31, 2027, and subsequent units 2-10 by December 31, 2028. The place of performance is Washington, DC, USA, and contract award is expected during Q1 2026. Note that Amendment 0002 cancelled this solicitation effective immediately, and no awards will be made under this solicitation.
