About this opportunity
The U.S. Fish and Wildlife Service seeks quotation for sealing of two artesian wells in compliance with Minnesota Rules 4725.3850 and Minnesota Statute 103I.301, with quotes due May 28, 2026. The procurement is a total small business set-aside, foreclosing competition outside that pool.
Place of performance includes two locations: Well #1 at the Mathy Site in Minnesota City, Winona District, and Well #2 at the Miller Site in La Crescent, La Crosse District. A mandatory site visit is scheduled for May 14, 2026 at 9:00 AM CST at the Winona District Shop, 3 Kansas Street, Winona, Minnesota. Questions are due May 15, 2026.
Work must be performed by a licensed contractor or licensed well-sealing contractor per Minnesota Statutes Section 103I.301. Well #1 has an estimated 12-inch diameter casing, 140–150 feet deep; sealing work includes removing the welded metal cover, attaching an extension, removing casing as necessary, perforating the casing in confining layers, removing debris, and sealing per Minnesota regulations. Well #2 has an estimated 4-inch diameter casing encased in concrete; work includes removing the concrete casing, a cement cattle trough, and metal piping and culvert leading to a stream, plus capping the well below grade. Both wells must be sealed when ground is frozen to ensure access via heavy equipment. Access to Well #1 requires crossing private property arranged by the Winona District Manager and obtaining a special use permit. Contractors must submit Well and Boring Sealing Records to the state, FWS districts, and the Regional Environmental Compliance Coordinator within 60 days of completion.
Performance period runs September 1, 2026 through March 30, 2027. The contractor must begin within 82 calendar days of award and complete within 293 calendar days after receiving notice to proceed. Performance bonds are required, with 30 days allowed for submission after award. Award will be made to the responsible respondent with the lowest evaluated price determined fair and reasonable. NAICS code 237110, PSC F015.
