About this opportunity
The Department of the Interior Fish and Wildlife Service seeks Phase 1 archaeological survey and Phase 2 National Register evaluation services for the Giese Waterfowl Production Area in Stevens County, Minnesota, with quotes due October 7 at 5:00 p.m. EST. This is a 100% total small business set-aside, firm-fixed price contract under NAICS 541720.
Place of performance is Stevens County, Minnesota. The survey covers approximately 271 acres designated for tree removal to restore prairie conditions, with intensive archaeological work required in a 6.0-acre Area of Potential Effects encompassing an undocumented historic homestead and portions of two precontact sites (21SE0042 and 21SE0043). Work must comply with the Secretary of the Interior's Standards and Guidelines for Archaeology and Historic Preservation, the SHPO Manual for Archaeological Projects in Minnesota, and the State Archaeologist's Manual for Archaeological Projects in Minnesota. An ARPA permit (DI-1926) must be obtained prior to fieldwork, and all artifacts must be curated with the Minnesota Historical Society. The contractor must conduct literature search, ground surface reconnaissance, and shovel testing at 15-meter intervals in areas with less than 75 percent surface visibility, and deliver a draft archaeological report in PDF format with National Register eligibility recommendations by June 1, 2027. Period of performance runs October 14, 2026 through December 13, 2026. Services must comply with Department of Labor Wage Determination 2015-4957, Revision 33 for Stevens County, Minnesota. Evaluation uses Best Value-Trade Off methodology, weighing technical acceptability and past performance (three examples of similar successful work from federal, state, or local government) more heavily than price. Vendors must maintain current active SAM.gov registration and provide UEI, firm name, subcontractor information if applicable, and point of contact. Submit quotations on company letterhead to khalilah_brown@ios.doi.gov, including total price and price validity period. The contracting officer is Caleb Kindsvater; the archaeologist point of contact is Staci Black at staci_black@fws.gov.
