About this opportunity
The Fish and Wildlife Service seeks firm-fixed-price treatment of invasive phragmites across approximately 160 acres in Minnesota and Wisconsin waters of the Upper Mississippi River National Wildlife and Fish Refuge (Pools 4–8, River Miles 761–681), with quotes due September 28, 2026 at 3:00 PM Central Daylight Time. This is a Women-Owned Small Business set-aside.
Place of performance includes Peterson Lake (40 acres), Halfmoon Lake (10 acres), and Upper Spring Lake Islands (110 acres) within the refuge, spanning August 1 through September 1, 2027. The contractor must hold valid state commercial aquatic herbicide applicator licenses for both Wisconsin and Minnesota, demonstrate ability to distinguish native from invasive Phragmites australis subspecies, and attend a mandatory pre-work meeting with Wildlife Biologist Jennifer Froehly (507-494-6234).
The government's known workload consists of approximately 70 invasive phragmites patches totaling approximately 10 acres, plus mandatory search of the three designated priority areas and treatment of phragmites discovered during search operations. Treatment is capped at a not-to-exceed 15 acres. The contractor must furnish all labor, supervision, equipment, boats, imazapyr herbicide (28.7% AI), adjuvant, and supplies; apply herbicide via backpack or boat-mounted sprayers at label rates; provide GPS/GIS documentation with shapefiles within one week of treatment; and submit pesticide usage reports and treatment records. Low water levels and boating hazards are not acceptable reasons for non-performance; the contractor bears all liability for damages and boating safety.
Quotations must include a total firm-fixed price and breakouts for mobilization/demobilization, search, treatment of known patches, and treatment of discovered patches. Evaluation factors are Technical Capability, Technical Experience (up to three similar completed projects with references), Past Performance, and Price. The Service Contract Act applies with Wage Determination No. 2015-4965 (Revision 31, effective August 27, 2026) for Minnesota counties. Award is anticipated September 16, 2026. NAICS 115112; PSC F105. Submit quotes to Contracting Officer Dana Arnold at dana_arnold@ios.doi.gov.
