About this opportunity

The U.S. Fish and Wildlife Service's Minnesota Division of Refuge Law Enforcement is soliciting quotations for vehicle upfitting and decommissioning services under solicitation number 140FS226Q0071. The procurement encompasses upfitting of up to four Chevy Silverado 1500 SSV pickup trucks with comprehensive law enforcement equipment, including emergency lighting systems, window tinting, heavy-duty grill guards, interior consoles with radios, rifle/shotgun racks, winch systems, prisoner cage partitions, and specialized features such as K9 compartments and infrared lighting, as well as decommissioning of retired emergency vehicles through removal of emergency equipment and decals for auction. Award will be made on a firm-fixed price basis to the contractor offering the best value, with evaluation based on technical ability to meet requirements and demonstrated past performance with similar vehicle upfit work weighted more heavily than price. Interested vendors must submit electronic quotations to jeremy_riva@fws.gov by April 8, 2026 at 5:00 PM EDT, provide pricing on Standard Form 1449, and submit at least two examples of past performance on similar vehicle upfit projects with supporting documentation of capability.

This is a 100 percent small business set-aside specifically designated for Women-Owned Small Business (WOSB) concerns, with an estimated contract value under $100,000 and simplified acquisition threshold parameters. No incumbent contractor is identified in the solicitation materials. The period of performance extends from April 15, 2026 through December 1, 2026, with delivery of all upfitted vehicles required by the December 1st deadline and completion of upfitting mandated within 90 calendar days of contract award or vehicle availability notification. The contractor must be located within two hours of either the Regional Office in Bloomington, Minnesota, or Sherburne National Wildlife Refuge in Zimmerman, Minnesota, and must maintain vehicle transportation capability to support warranty work and logistics. Service Contract Labor Standards apply under wage determination 2015-4947 Revision 30 for Sherburne County, Minnesota, and the contractor must provide a minimum 12-month warranty on all installation work.
