About this opportunity
The Naval Surface Warfare Center Corona Division is seeking to procure specialized high energy laser (HEL) sensor mirrors and optical components through a sole source contract with MLD Technologies LLC. The procurement consists of five distinct items including custom highly reflective and low absorption mirrors in various configurations: two-inch diameter mirrors (both polished and diffuse finishes), four-inch diameter mirrors at different angles of incidence, and a square window optic with anti-reflective coating, all designed for 1070nm HEL applications. This is structured as a combined synopsis/solicitation for commercial items under a Firm Fixed Price contract, with an all-or-none requirement meaning partial quotes will not be accepted. The government will evaluate offers based on price and compliance with solicitation requirements, awarding to the responsible offeror whose proposal is most advantageous to the government. Quotes must be submitted electronically in PDF or MS Word format by June 20, 2025, with no telephone requests accepted.
This procurement does not utilize any set-aside designations and is being conducted as a sole source acquisition specifically targeting MLD Technologies LLC as the intended contractor. While no specific contract value is disclosed in the solicitation, the requirement involves precision optical components with extremely low loss specifications at 0 and 45-degree angles of incidence. The contractor must deliver all items within 14 weeks after contract award to the Naval Surface Warfare Center Corona Division. Performance will take place in Norco, California, with offerors required to maintain active registration in the System for Award Management (SAM) to be eligible for consideration. The solicitation emphasizes the technical complexity of these custom mirror configurations, which require specialized manufacturing capabilities for high energy laser applications.
