About this opportunity

The Naval Sea Systems Command (NAVSEA) is conducting market research to identify qualified contractors capable of performing intermediate and progressive depot-level maintenance and support services for submarine-launched Heavyweight Torpedoes (MK 48 MOD 6, MOD 6 ACOT, and MOD 7 CBASS) at the Navy Submarine Torpedo Facility (NSTF) in Yorktown, Virginia. The scope of work encompasses maintenance, quality assurance, training, facilities management, test and handling equipment support, environmental management, supply and logistics, and information technology management. Prospective offerors must demonstrate advanced technical expertise and proven capability to fulfill the comprehensive operational requirements outlined in the supporting attachments. While specific evaluation criteria are not detailed in the pre-solicitation notice itself, the government has provided detailed operational requirement categories and an organizational structure with key and non-key positions to guide contractors in understanding the scope. Interested parties must submit their responses via email to the designated points of contact no later than 5:00 PM Eastern Daylight Time on March 5, 2026, with responses limited to a maximum of fifteen pages excluding the cover page and using a minimum font size of 10 points.

This procurement is not designated as a set-aside contract. The pre-solicitation notice does not identify any current incumbent contractors or previous awardees. The anticipated contract structure is cost-plus-incentive-fee covering a five-year period from fiscal years 2027 through 2031, consisting of a base year plus four option years. The government has estimated an approximate annual level of effort of 117,998 hours with 61 full-time equivalents, totaling 589,992 hours over the five-year contract period, though the overall contract value is not specified in the pre-solicitation materials. The notice indicates that the work is classified under NAICS 332993 (Ammunition Except Small Arms Manufacturing) and PSC J013 (Maintenance/Repair/Rebuild of Equipment-Ammunition and Explosives), reflecting the specialized nature of torpedo maintenance operations.
