About this opportunity
The Department of the Navy Naval Supply Systems Command is issuing a solicitation for a firm-fixed-price commercial contract to provide a course of instruction on the Mark-18 (MK-18) Unmanned Underwater Vehicle (UUV) Family of Systems. The objective is to provide Expeditionary Mine Counter Measures (ExMCM) Company Command and Control (C2) leadership with a basic understanding of the MK-18 UUV system and how to tactically employ it to meet current operational requirements. Offerors must have broad background, knowledge, skills and experience in areas such as Naval Operational Planning, Explosive Ordnance Disposal, Expeditionary Mine Warfare, and tactical employment of the MK-18 UUV. Proposals are due by 12:00 PM on September 20, 2024.
This solicitation is a total small business set-aside with the applicable NAICS code of 611519 "Other Technical and Trade Schools". The contractor shall deliver two 5-day courses per period of performance, one each to Explosive Ordnance Disposal Group ONE (EODGRU1) and EODGRU TWO, accommodating 10 students per course. The period of performance is from September 2024 to September 2029, with the place of performance at facilities near Naval Amphibious Base, Coronado, CA and Joint Expeditionary Base-Little Creek, Virginia Beach, VA. Offerors must be registered in the System for Award Management (SAM) prior to contract award.

NAVSUP Fleet Logistics Center San Diego, in Support of EODGRU1 MK-18 Command and Control (C2) Course of Instruction, is issuing a solicitation as a total small business set- aside for a commercial Firm-Fixed- Price (FFP) contract to provide services necessary to provide course of instruction to ExMCM Company Command and Control (C2) leadership with a basic understanding of the Mark-18 (MK-18) Unmanned Underwater Vehicle (UUV) Family of Systems (FoS) and how the C2 leadership can best tactically employ the MK18 system to meet current operational requirements set forth by EOD.
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 and procedures of 13.5, as supplemented with additional information included in this notice.
Interested parties shall provide their proposals to the Government in accordance with the Addendum to 52.212-1 in the solicitation by the closing date and time of this solicitation. The applicable North American industry Classification System (NAICS) Code for this procurement is 611519 “Other Technical and Trade Schools".
Offerors are advised that they must be registered in the SAM (System for Award Management) Database, SAM.gov, prior to contract award pursuant to FAR provision 52.204-7. Therefore, prospective offerors are encouraged to register prior to the submittal of proposals.
** The purpose of amendment 0001 is to: 1) Extendf the soliciation closing date to 20 SEP 2024. 2) Revise the Period of Performance in the Soliciation and PWS.
