Performance Work Statement Explosive Ordnance Disposal Group ONE (EODGRU ONE)
MK-18 COMMAND & CONTROL (C2) COURSE OF INSTRUCTION
1.0 GENERAL
This is a Firm Fixed Price (FFP) service contract to deliver Expeditionary Mine Counter Measures (ExMCM) Command & Control course of instruction (COI).
Navy Explosive Ordnance Disposal (EOD) forces are assigned under one of the two operational Explosive Ordnance Disposal Group (EODGRU) commands. EODGRU ONE is task organized within Commander, U.S. Pacific Fleet (COMPACFLT) and Commander, U.S. Third Fleet, and reports administratively to Commander, Navy Expeditionary Combat Command (NECC). EODGRU ONE provides centralized planning, coordination and integration of subordinate EOD and Mobile Diving & Salvage (MDS) forces relating to readiness, training, administration, and logistics.
EODGRU ONE provides forces in support of Geographic Combatant Commanders, Numbered Fleet Commanders, Naval Component Commanders, unified theater Commanders, Navy Regional Commanders, Carrier Strike Groups, Expeditionary Strike Groups, Mine Countermeasures Task Forces and Groups, Navy Expeditionary Forces Adaptive Force Packages, Naval Special Warfare Squadrons, Special Operations Forces, Military Sealift Command vessels, U.S. Secret Service, independent deployers and contingency operations.
2.0 OBJECTIVE
The objective of this course of instruction is to provide ExMCM Company Command and Control (C2) leadership with a basic understanding of the Mark-18 (MK-18) Unmanned Underwater Vehicle (UUV) Family of Systems (FoS) and how the C2 leadership can best tactically employ the MK18 system to meet current operational requirements set forth by EOD, numbered fleets and Geographic Combatant Commanders. The MK-18 UUV FoS is a critical component of the ExMCM company used to initiate the detect-to-engage sequence during MCM operations; to conduct seabed reconnaissance/ intelligence preparation of the operational environment (IPOE); and to conduct search operations for objects of interest on the seafloor and in the water column. These operations require thorough planning, diligent tracking and watch-standing, and coordination with the other components of the ExMCM company, as well as other units involved in the operation.
3.0 SCOPE
The contractor shall deliver two courses per period of performance. In each period of performance, contractor shall deliver one course to EODGRU ONE and one course to EODGRU TWO. Each course shall consist of five days of tactical employment of the MK-18 UUV FoS based on current operational requirements of EOD forces, current and future technology used by EOD forces, and EOD/numbered fleets & Combatant Commanders guidance. Each course shall accommodate 10 students for a total of 20 students per period of performance.

5.0 TASK OVERVIEW
5.1 DELIVER COURSE OF INSTRUCTION
5.1.1 The Contractor shall deliver course of instruction in a suitable learning environment (i.e., classroom, conference room, lecture hall).
5.1.2 The Contractor shall deliver approximately 1-2 days of reference/background material per course.
5.1.3 The Contractor shall deliver approximately 3-4 days of scenario-based instruction per course.
5.1.4 The Contractor shall independently develop student guides and hand-outs, outlining course topics per course. Student guides and hand-outs shall contain relevant, necessary information for use during course delivery. The Government will approve the contents.
5.1.5 The Contractor shall collect feedback from students after each course and deliver after-action reports (AAR) to the Government.
5.1.6 The Contractor shall keep course content current and relevant by incorporating new information that is derived from post-deployment after-action reports, the Joint Lessons Learned Information System (JLLIS) and input from EOD Group ONE and EOD Group TWO.
5.1.7 The Government will serve as student quota control. The government will determine class convening dates and provide class rosters to the Contractor.
5.1.8 The Contractor shall convene two courses per period of performance. Any changes to the number of course convenings per period of performance must be approved by the Contracting Officer with a contract modification. The Contracting Officer’s Representative (COR) is not permitted to approve any addition to or reduction in the number of course convenings per period of performance.
5.2 MEASURE STUDENT PERFORMANCE
5.2.1 The Contractor shall measure student understanding of capabilities, limitations and planning timelines of the MK-18 Unmanned Underwater Vehicle Family of Systems.
5.2.2 The Contractor shall measure student use of the MK-18 FoS in open water MCM operations from the sea and shore.
5.2.3 The Contractor shall measure student use of MK-18 FoS in VSW, SW, DW and pre-amphibious MCM operations.
5.2.4 The Contractor shall measure student use in Over the Horizon planning for MK-18 FoS.
5.2.5 The Contractor shall measure student understanding of coverage vs. clearance using the MK-18 FoS.
5.2.6 The Contractor shall measure student use of MK-18 FoS against improvised mines and devices.
5.2.7 The Contractor shall measure student use of the MK-18 FoS for homeland defense.
5.2.8 The Contractor shall measure student use of the MK 18 FoS for sunken object detection and localization.

7.0 SKILLS AND KNOWLEDGE REQUIRED BY THE CONTRACTOR

Planning Process.

Contractor shall arrange course of instruction to occur at a facility no more than 10 miles from Naval Amphibious Base, Coronado, CA and Joint Expeditionary Base–Little Creek, Virginia Beach, VA.
Government work place will be available to the Contractor from 0600 to 1700 Monday through Friday, except where a Federal holiday occurs. The Ordering Officer must approve exceptions to the hours of availability.
10.0 WORK HOURS
Government core hours are 0730-1600, Monday through Friday, excluding Federal holidays. A typical workday consists of 8 hours. If work is performed outside of core hours, the Contractor shall adjust to the Government’s schedule.
10.1 FEDERAL HOLIDAYS
Unless notified of an emergency authorized by the Contracting Officer, the Contractor shall not have access to government facilities nor be required to perform on any of the following Federal holidays:

10.1.1 If the date falls on a Saturday, the observed Federal holiday is the preceding Friday. If the date falls on a Sunday, the observed Federal holiday is the following Monday.
10.1.2 EODGRU ONE and EODGRU TWO holidays and stand-downs, such as EOD Memorial Weekend and Mother’s Day, are not Federal holidays. Contractor shall work at the Government work place.
10.2 OVERTIME
Overtime is not authorized in this FFP contract.
10.3 TELEWORKING
Teleworking (within 50 miles of Place of Performance) is not permitted.
Remote working (outside of 50 miles of Place of Performance) is not permitted.
11.0 GOVERNMENT VEHICLE AND EQUIPMENT OPERATION: None

13.0 ESTIMATED TRAVEL: Travel is inclusive in this FFP contract. Contractor shall not invoice separately for travel between Naval Amphibious Base, Coronado, CA and Joint Expeditionary Base– Little Creek, Virginia Beach, VA.

(b) When, in the opinion of the Contractor, the COR requests effort outside the existing scope of the contract (or delivery order), the Contractor shall promptly notify the contracting Officer (ordering officer) in writing. No action shall be taken by the Contractor under such direction until the Contracting Officer has issued a modification to the delivery order; or until the issue has been otherwise resolved.
