About this opportunity
NASA's Shared Services Center announced a sole-source intent to award MIT Collaborative Research Funding to Massachusetts Institute of Technology (Cambridge, Massachusetts) under FAR 12.102(a), with a response deadline of September 17, 2026 at 4:00 p.m. Central Time. The procurement is restricted to MIT as the sole provider and will be conducted as a commercial item acquisition under FAR Part 12. NASA's Armstrong Flight Research Center will serve as the performance location.
The 12-month collaborative effort focuses on developing and demonstrating an Adaptive Envelope Protection (AEP) framework for electric Vertical Takeoff and Landing (eVTOL) research aircraft. Work is structured in two sequential six-month phases: Part I uses the NASA RAVEN SWIFT sub-scale eVTOL aircraft for technology maturation, software integration, simulation validation, and flight testing across hover, transition, forward-flight, and landing operations; Part II transitions the matured framework to the full-scale NASA RAVEN aircraft and includes regression testing to validate scalability. Key deliverables include modular AEP software, end-to-end development workflows, simulation and flight-test analysis reports, architecture documentation, and technical assessments. Collaboration requires twice-weekly technical coordination meetings and formal phase-conclusion reviews.
Despite the sole-source intent, interested organizations may submit written capabilities and qualifications by September 17, 2026 to Tracy Bremer (tracy.g.bremer@nasa.gov). Submissions will be evaluated solely to determine whether to conduct the procurement competitively; the Government retains discretion to compete the effort. Quotes will not be evaluated.
