About this opportunity
The Pearl Harbor Naval Shipyard and Intermediate Maintenance Facility (PHNSY&IMF), part of the Department of the Navy Naval Sea Systems Command, intends to award a sole-source contract for pier-side intrusive material inspection services on CO2 Removal Units, Scrubber No. 1, Scrubber No. 2, and CO-H2 removal units, Burner No. 1, and Burner No. 2 aboard a Virginia Class submarine. The services will be performed under the on-site direction of PHNSY&IMF with Submarine Maintenance Monitoring and Support Performance Monitoring Team (SMMS PMT) assistance. The contractor must provide technical expertise to conduct comprehensive inspections, including visual assessments of major components, electrical control panel interiors, and system configurations to identify potential upgrades, as part of a new Reliability Centered Maintenance (RCM) approach. Key requirements include producing a detailed written report within 30 days of inspection, providing consumable parts like gaskets and seals, and attending daily project meetings. The government has determined that only one source is available to meet this requirement, as only CEPEDA Associates, Inc. authorizes its service technicians to perform maintenance on its equipment. Interested parties who believe they can perform this requirement may submit capability statements by 1400 on September 17, 2025 HST to kelliann.a.shimote.civ@us.navy.mil, though this notice is not a request for competitive proposals.
This procurement does not utilize any set-aside designation and is being pursued under Federal Acquisition Regulation 13.106-1(b)(1) as a sole-source award. CEPEDA Associates, Inc. has been identified as the intended sole-source contractor due to their exclusive authorization of service technicians for maintenance on their equipment. The contract involves inspection work on multiple critical submarine systems, specifically targeting CO2 and CO-H2 removal equipment including two scrubbers and two burners aboard a single Virginia Class submarine. The work will be performed at the Pearl Harbor Naval Shipyard facility with strict security protocols requiring U.S. citizenship and contractor identification. While specific contract values are not disclosed in this pre-solicitation notice, the scope appears focused on a single inspection event with deliverables due within 30 days of completion. The procurement reflects the specialized nature of submarine maintenance systems where proprietary technology limits the pool of qualified service providers. Any responses to this notice will be evaluated solely to determine whether the government should proceed with competitive procurement rather than the planned sole-source award.
