About this opportunity

The Naval Research Laboratory (NRL) is issuing a Request for Information (RFI) to gauge industry interest, capabilities, and experience for potential mission support services related to satellite ground station operations and spacecraft command and control at the Blossom Point Satellite Command and Tracking Facility (BPTF) in Welcome, Maryland. This procurement falls under the Department of the Navy and seeks research and development support services classified under NAICS 541715 and PSC AR13. Key requirements include comprehensive mission system research and development support encompassing RF engineering, digital and electronics engineering, systems engineering, information technology and cybersecurity support, and software/application engineering for the Neptune ground station software suite. The contractor must support 24/7 facility operations with 40-hour standard workweeks and rotating on-call support, maintain specific personnel qualifications ranging from Secret to Top Secret/Sensitive Compartmented Information clearances, and submit monthly deliverables including financial and operational status reports. The deadline for responses to this RFI is March 9, 2026, with no formal solicitation currently available and no awards to be made directly from RFI responses.

This pre-solicitation notice includes no set-aside designation, and no incumbent contractor or award value information has been disclosed at this stage. The anticipated contract structure would be an Indefinite Delivery/Indefinite Quantity (IDIQ) arrangement with one 12-month base year plus four 12-month option years, ensuring 100% continuity of operations. The government requires a staffing team of 21 positions, including five key personnel roles (Program Manager, Aerospace Engineer, Network Engineer, Security Manager, and Satellite Communications System Engineer) and 16 non-key technical and administrative positions, all of whom must be U.S. citizens without dual citizenship and meet specified security clearance requirements. The contractor will assume responsibility for managing 10+ satellite antennas, 50+ intermediate frequency and data processing equipment, 20+ servers, and 50+ workstations, as well as maintaining configuration management and inventory control for government-furnished equipment. A small business set-aside determination may be made based on RFI responses, and interested parties should submit capabilities statements, relevant experience documentation, and past contract references via email in Word or PDF format by the March 9 deadline.
