Notice text
This is a synopsis for commercial services prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 13.106-1(b)(1), Soliciting from a Single Source. For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. The Federal Bureau of Investigation, Hostage Rescue Team, Washington, D.C. intends to establish a sole-source award to the Mission Critical Team Institute (MCTI) for team development training.
The MCTI has created a one-of-a-kind, invitation only, team professional development program for the purpose of training and research that is focused on how "mission critical" teams can enhance the selection, training, and development of their operators. This course is specifically tailored by MCTI to the FBI's interests and the interests of other entities tasked with similar mission sets. The program's leaders have collaborated with various government agencies and partners to provide instruction that facilitates discussion among like-minded peers on the complex challenges that mission critical teams face in extreme tactical situations. The program is designed for the aforementioned entities to support each other by raising the shared problems of operating in a dangerous environment and identifying solutions that meet a unit's specialized needs.
This procurement is being conducted under Simplified Acquisition Procedures, only one source is reasonably available. The government intends to use FAR parts 12 and 13 to purchase the above services. The North American Industry Classification System (NAICS) code for these items as provided by the University of Pennsylvania is 611430 - Professional and Management Development Training.
