About this opportunity

United States Transportation Command (USTRANSCOM) is seeking Mission Assurance Support Services to synchronize risk management across missions, policies, plans, and programs through an integrated methodology that mitigates threats and hazards to critical DOD capabilities, assets, personnel, equipment, facilities, networks, information systems, infrastructure, and supply chains. The primary objective is to protect and ensure the continued function and resilience of mission-essential capabilities across all operating environments and domains. Qualified contractors must demonstrate expertise in complex program synchronization, integrated risk management, work with combatant commands, and cross-functional mission risk assessments. The procurement is structured as an initial Request for Information (RFI) phase to gather market intelligence on existing solutions, with USTRANSCOM encouraging responses from businesses of all sizes and socioeconomic categories. The RFI responses were due by 1000 AM Central Time on 28 April 2025, with the first 20 respondents requesting one-on-one sessions eligible for 15-minute meetings with the requirements team during the week of 5 May 2025. The Request for Quotes was originally anticipated for mid-July 2025 but has been subsequently updated, with the most recent schedule projecting an RFQ release on 30 October 2025, quotes due on 3 December 2025, source selection activities from 4-19 December 2025, and contract award anticipated on 14 January 2026.

The acquisition will be conducted as a task order award against the GSA OASIS+SDVOSB Category 40101 as a 100 percent Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, as confirmed by the RFQ posted on 23 October 2025 (RFQ1785925, Reference HTC71126QE115) with a closing date of 25 November 2025. The incumbent contractor is C5T Corporation, which currently holds contract HTC711-21-F-D080 with an estimated lifecycle value of $6.3 million. The base contract period runs from 1 February 2026 through 30 September 2026, with four potential option periods extending performance through 30 September 2030. The applicable NAICS code is 541611 (Administrative Management and General Management Consulting Services) with a small business size standard of $24.5 million in annual revenue. The majority of work will be performed at Scott Air Force Base in Illinois, and contractor personnel will require appropriate security clearances ranging from unclassified through top-secret access.
