About this opportunity
The Naval Air Systems Command (NAVAIR) PMA-280 at Patuxent River, Maryland is seeking to procure new fuzes for Tomahawk Cruise Missile recertification through a sole-source award to Raytheon Missiles & Defense (RMD). The procurement will be executed as a Firm Fixed Price Delivery Order under existing Basic Ordering Agreement N00019-20-G-0007, with the fuzes being required to replace components that have reached their service life limits during missile recertification processes. The sole-source justification is based on RMD being the exclusive designer, developer, and manufacturer of the Tomahawk Missile System, possessing the only available engineering and technical data necessary for this work. The contract falls under NAICS code 336414 for Guided Missile and Space Vehicle Manufacturing and PSC code 1420 for Guided Missile Components. Interested parties may submit capability statements to Contracting Officer Zacerry Herbert at zacerry.g.herbert.civ@us.navy.mil by the April 21, 2025 deadline, though this notice explicitly states it is not a request for competitive proposals.
This procurement does not utilize any set-aside designations and is specifically structured as a sole-source award to Raytheon Missiles & Defense, located at 1151 East Hermans Road, Tucson, Arizona. RMD serves as both the incumbent contractor under the existing Basic Ordering Agreement and the sole qualified source for this specialized work. The contract data is export-controlled and therefore not available to foreign sources or representatives, further limiting potential competition. The justification for sole-source procurement cites Title 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1, establishing that only one responsible source exists that can satisfy the agency's requirements. The notice was posted on April 7, 2025, with responses due by April 21, 2025, providing a two-week window for capability statement submissions. While specific award values and quantities are not disclosed in this pre-solicitation notice, the procurement addresses critical missile system components essential for maintaining the operational readiness of the Tomahawk Cruise Missile fleet.
