THIS IS A SOURCES SOUGHT NOTICE FOR THE PURPOSE OF CONDUCTING MARKET RESEARCH. PROPOSALS ARE NOT BEING REQUESTED AT THIS TIME.


The Air Force Research Laboratory (AFRL), Propulsion Directorate at Edwards AFB, CA is conducting market research on the Missile Component Advanced Technologies (MCAT) program to develop and demonstrate technologies that address the Rocket Propulsion 21 Solid Rocket Motor booster goals. The purpose of this market research is to solicit comments from industry in response to the following:


(1) Any acquisition considerations such as type of contract, set-asides, etc.
(2) socio-economic participation
(3) any possible ambiguities, inconsistencies, unduly requirements in the attached working-draft Broad Agency Announcement (BAA)
(4) any anticipated teaming arrangements
(5) any interested party in proposing as a prime or subcontractor


Please be advised that this market research is for information and planning purposes only. This is not a request for proposal. No reimbursement will be made for any costs associated with providing information in response to this announcement. AFRL reserves the right to disregard comments received after the deadline. AFRL welcomes all comments and clarifying questions regarding possible ambiguities, inconsistencies, or unduly restrictive specifications that reviewers may identify. Please note that this is only a working-draft BAA and some elements of a possible solicitation are either not included or not yet completed; therefore, the final BAA, when released, may differ significantly from this document.


Interested offerors may provide comments on any of the areas previously mentioned above and any comments, suggestions in reference to the working-draft BAA.


Responses shall include the following information: company name, address, point of contact, telephone number, email address, business size and if a small business, socio-economic status (such as small disadvantaged, 8(a), HUBZone, Woman Owned, Minority Owned, and/or Service Disabled Veteran Owned).
