OTHER CONTRACT CLAUSES IN FULL TEXT
B040 ORDERING PROCEDURES (DEC 2005)
(a) Orders will be issued by a Procuring Contracting Officer in accordance with the Ordering clause of this contract. However, the following procedures shall be used for negotiation of orders.
(1) The Contracting Officer will provide the Contractor with a copy of the notification of each proposed Order which will include a description of work to be performed, description of expertise required, and desired completion date.
(2) The Contractor shall then: (i) submit to the Contracting Officer a brief technical discussion describing how the work will be performed; (ii) submit a cost proposal identifying labor categories and number of hours within each category required for the performance of the proposed work;
(iii) identify and provide rationale for all non-labor cost elements required for performance; and (iv) identify any Government property required for performance.
(3) Upon receipt of the proposal, the Contracting Officer will analyze the proposal and, if acceptable, issue an Order directing the Contractor to commence performance, or if the proposal is not fully acceptable as offered, negotiations shall be conducted prior to issuance of any Order . In the event issues pertaining to a proposed work cannot be resolved to the satisfaction of the Contracting Officer, the Contracting Officer reserves the right to withdraw and cancel the proposed work. In such event, the Contractor shall be notified, via letter, of the Contracting Officer's decision. This decision shall be final and conclusive and shall not be subject to the Disputes clause or the Contract Disputes Act.
(b) The Contractor is not authorized to commence performance prior to issuance of the Order by the Contracting Officer.
B054 IMPLEMENTATION OF LIMITATION OF FUNDS (DEC 2005) (TAILORED)
Pursuant to the clause FAR 52.232-22 in Section I, entitled, "Limitation of Funds", the total amount available for payment and allotted to this contract for CLINS - "TBD and will be reflected in the Task Order." It is estimated that this amount is sufficient to cover performance through "TBD and will be reflected in the Task Order."

G005 PAYMENT INSTRUCTIONS FOR MULTIPLE ACCOUNTING CLASSIFICATION CITATIONS

Payment for all effort under this contract should be made in the order and amounts shown in the informational subline item(s) in Section B, CLIN 0001 of the contract and recapped below. Exhaust the funds in each ACRN before using funds from the next listed ACRN. Funding ACRN will be reflected in the task order so that there will be no co-mingling of funds from one task order to the other.

1. Statement of Objective/Needs: AFRL is seeking proposals in the field of solid rocket motors (SRMs).
This is the functional area that corresponds to the missions of the Propulsion Directorate (RZ), Space and Missile Division (RZS), Motor Branch (RZSB), Materials Branch (RZSM) and Propellants Branch (RZSP).
This functional area is also shared by the Materials & Manufacturing Directorate (RX). The goals of the Missile Component Advanced Technologies (MCAT) program are to develop and demonstrate technologies that address the Rocket Propulsion 21 (RP 21) SRM booster goals. The MCAT program also seeks technologies that will reduce our reliance on the “build-em and bust-em” approach of designing SRMs by developing modeling and simulation tools that more fully describe the physical processes that occur when a SRM operates. The MCAT program seeks to develop new propellants that address the RP 21 Phase 1 SRM booster goal for specific impulse (Isp) and propellant ingredients that address the RP 21 SRM Phase 2 Isp goal. The MCAT program seeks to design and demonstrate SRMs for advanced missiles and space launch vehicles.
2. Scope: The MCAT program encompasses all aspects of solid rocket propulsion. SRM technologies to be developed under the MCAT include but are not limited to motor cases, internal and external case insulation, nozzles including exit cones, thrust vector control, thrust vector actuators, igniters, propellant, propellant ingredients, health management, aging and surveillance, advanced solid rocket materials, model and simulation tools, sensors, and the characterization/mitigation of hazards associated with SRMs and their propellants. Applications for the technologies developed under the MCAT program include but are not limited to strategic, space launch boost, orbit transfer, missile defense and tactical. In order to be considered for an award of a basic IDIQ contract under the MCAT program, offerors must demonstrate the ability to perform all of the above defined scope. The initial orders will be placed to design advanced component technologies that achieve the stated RP 21 goals and can demonstrate this achievement at technology readiness level (TRL) 5 (Task Order 1); to further develop SRM modeling and simulation tools (Task Order 2); develop propellant ingredients for propellants that do not support combustion at ambient temperature (Task Order 3);
to extend the development of Integrated High Payoff Rocket Propulsion Technology (IHPRPT) Phase I propellants for use in a tactical environment (Task Order 4); and to develop designs for an advanced air-launched weapon (Task Order 5) .
2.1 MCAT goals.
2.1.1 Mass fraction. The primary goal of Task Orders 1, 7, and 8 is to demonstrate a 20% reduction in inert mass fraction of SRM boosters compared to the baseline.
2.1.2 Transition opportunities. While AFRL is interested in technologies that will fully demonstrate the RP 21 SRM booster goals, we also have a desire to transition the newly developed technologies to operational missile and/or space launch systems. To affect that result, the AFRL may give special consideration to proposals that make an earnest demonstration of transitioning newly developed technologies to an operational missile or space launch system. A proposal demonstrating transition of the newly developed technologies and fully meets the stated goals will be rated ahead of a proposal that fully demonstrates, or even exceeds, the goal but makes no attempt at demonstrating transition of the technologies.
2.1.3 Specific impulse. While improvements to Isp is not a specific goal of either the component development (Task Order 7) nor the demonstrator motor (Task Order 8) tasks, it is understood that recent improvements to the industry’s modeling & simulation capability indicate that there may be ways to improve nozzle and grain designs in such a way as to improve the delivered Isp efficiency of an SRM. Through analysis using the latest modeling and simulation capabilities, improved delivered Isp will be demonstrated by coupling the high Isp efficiency approaches with high performance 1.3 hazard class propellants. Special consideration will be given to a proposal that demonstrates increased delivered Isp efficiency. AFRL may, in the future, order development of new propellant and propellant ingredients that will improve the delivered Isp by 2% and 5% respectively over the baseline.
2.1.4 AFRL desires technologies that do not increase cost of SRMs. Offerors shall address how proposed technologies will impact cost. Offerors shall address both hardware cost and life-cycle costs.
2.1.5 Integrated Product Team (IPT). An IPT plan shall be included in proposals for Task Order 2. It is expected that this project will encompass multiple awards, and that awardees may subcontract for key technology developments or processes. Therefore, the IPT process, which involves participants from all contractors and is led by the Government, will be critical to foster cohesive efficiency toward end goals. For example, modeling & simulation under Task Order 2, requires participation in an IPT, the other task orders may not require IPT participation. However, offerors are encouraged to propose this if they believe the IPT process will lead to the success of the program. IPT frequency must be clarified in proposals, with a minimum IPT frequency of once every 6 months being desired and any deviation from this frequency shall be justified. The effort will conclude with an IPT meeting prior to final report submission. All data and assessments will be reviewed by the IPT and significant findings will be clearly documented in the interim reports and final reports.
3.0 Technical Requirements/Program Plan:
The first five task orders are intended to be awarded at the same time as the basic IDIQ contract. Each task order has a separate budget and period of performance associated with it (see Section I, Para. 5 and Section II, Para. 1).
3.1 Task Order 1, CLIN 0001 Conceptual Design: This task order is intended to be awarded at the same time as the basic IDIQ contract. The objective of CLIN 0001 is to develop conceptual designs of advanced SRMs.
The initial efforts on this task shall be directed towards designing a MCAT demonstration motor which uses novel advanced technologies that will demonstrate the RP 21 mass fraction goals. Development of the concept shall include plans for assessing goal achievement and prioritizing risks of achieving the goals.
Programmatic planning shall include definition of the technology development efforts required to ensure the success of the demo motor proposed. The highest payoff technology development efforts identified in CLIN 0001 will form the basis for the advanced materials and technologies that will be developed under Task Order 7. Offerors shall also identify the analysis and testing required for demonstration and validation towards the attainment of the mass fraction goal.
3.1.1 Definition of the demonstration motor shall include geometric configuration, motor performance, mass properties, propellant formulation, and special tooling (mandrels, cast tooling, handling) that will need to be procured. The offerors shall design a motor that nominally has at least 2000 lbm of propellant. Other sizes may be proposed if it furthers the AFRL goal of transitioning the technologies developed under this program into an operational system. If a motor containing less than 2000 lbm nominal propellant weight is proposed the offeror shall demonstrate a transition path for the technologies demonstrated.
3.1.2 As a minimum the following needs to be considered in the design of the demo motor: technical innovation, technical approach, program risk and management of the risks, including risk mitigation plans.
The offeror shall develop a plan that provides an approach to make significant advances towards the RP 21 Phase I SRM booster mass fraction goal. The RP 21 Phase I mass fraction goal is to reduce the inert mass fraction of a large SRM booster by 20% compared to the baseline.
3.1.3 Risk assessment is critical to success as technologies introduced to the program are expected to enter at various technology readiness levels (TRL). Identify the critical risks in the development and integration of these technologies into the propulsion system and develop the plan for key risk reduction experiments necessary to mitigate these risks. The offeror shall identify the cost and schedule required for these activities. All proposed technologies will need to be identified with their respective TRL and an appropriate risk mitigation plan. In addition, materials utilized in the design should have a material readiness level (MRL) identified to ensure all technologies derive from sustainable materials and processes. The supplemental data package referenced in Section III, paragraph 2 includes the definition of the TRL and MRL that will be used in this solicitation.
3.2 Task Order 2, CLIN 0002 Solid Rocket Motor (SRM) Modeling and Simulation Tool Development: This task order is intended to be awarded at the same time as the basic IDIQ contract. Sub-task 3.2.1 Modeling
Roadmap Development is mandatory; the other sub-task areas need not be proposed to but must be addressed, i.e. negative replies are requested.
3.2.1 Modeling Roadmap Development – The objective of this sub-task is to examine the modeling tools currently in use or in development to identify gaps and/or necessary enhancements. It shall consist of a review of current capabilities, standard codes and models, validation or historical usage of the models/codes and usability/portability. The task shall also investigate and define possible weaknesses in the current methods, codes and models as they pertain to rocket motor development, analysis, manufacture, and sustainment. A brief survey of industry standard codes should also be included to identify any potential leveraging. The output shall include a time phased roadmap of future work based on lessons learned from previous software development tasks. This sub-task shall be a 6 month effort, with a report to the IPT.
3.2.2 Performance Model Development - The effort shall upgrade the offeror’s capability to model and develop affordable high performance motors employing new material and propellant technology and advanced designs. Under this sub-task, the important areas of emphasis can include but are not limited to the motor internal flow environment, material response, and ballistics. Validation efforts shall be included as part of the modeling tool development, either through existing databases or generating new data.
3.2.3 Manufacturing Model Development - The offeror shall develop or enhance computational tools needed to predict SRM component strength and performance using available or new materials or processes.

3.2.4 Hazards Model Development - The offeror shall develop or enhance computational tools needed to predict SRM hazards and aid in the design and development of motors with improved hazard properties. The effort shall focus on propellant and/or motor related hazards. Validation efforts shall be included as part of the modeling tool development, either through existing databases or generating new data.
3.2.5 Reliability Model Development - The offeror shall develop or enhance computational tools needed to predict SRM reliability and aid in the design and development of improved reliability motors. The effort may focus on the reliability of individual motor components, and/or the entire motor. Under this sub-task, the effort can include but are not limited to SRM propellant aging & surveillance and/or damage modeling.
Validation efforts shall be included as part of the modeling tool development, either through existing databases or generating new data.
3.2.6 SRM Diagnostics and Associated Experimental Apparatuses - The offeror shall develop or enhance the experimental methods needed to support achievement of the RP 21 program goals. Examples of diagnostics and associated experimental apparatuses may include, but are not limited to, those used to gather data to support the development of computational models, those diagnostics used to aid in the validation of computational models, and embedded and non-embedded sensors for aging & surveillance. Elements of this task may be linked to the above computational modeling efforts in CLIN 0002.
3.3 Task Order 3, CLIN 0003 Propellant Ingredient Development for Advanced Solid Rocket Motors: This task order is intended to be awarded at the same time as the basic IDIQ contract. Initial efforts under this task order shall be performed on a fluorinated solid rocket propellant binder that is optimized for high velocity penetrator weapon applications. New propellant ingredients are the key to meet the stringent and conflicting demands of higher performance, reduced cost and increased system safety. AFRL is interested in new binders, plasticizers, oxidizers, fuels and ballistic modifiers that can increase delivered Isp, delivered Isp-density, increase safety and/or reduce system cost. Fluorinated solid rocket propellant binders have shown promise to drastically reduce propulsion system response to operational hazards. This task shall develop and characterize a propellant that does not sustain combustion at ambient pressure. As offerors develop their approach to formulate and mix propellant, the offeror will consider recently reported work on extinguishable propellants with fluorinated binders. High energy metalized propellant shall be developed and tested to maintain state-of-the-art energy with the ability to survive operational hazards and operational environments including -65 o F to +145 o F. This work is anticipated to culminate in small scale motor firings and appropriate hazards testing. The motor testing shall be of sufficient scale to provide motor/propellant performance. A paper describing the work conducted to date is available as part of the supplemental data package referenced in Section III, Para. 2. In the future, additional efforts may be ordered to develop propellant ingredients for other SRM applications.
3.4 Task Order 4, CLIN 0004 Propellant Development for Advanced Solid Rocket Motors: This task order is intended to be awarded at the same time as the basic IDIQ contract. Initial efforts under this task order shall be directed towards development and characterization of the IHPRPT Phase I HTPB/RDX/AP/AL formulations over the -65 o F to +145 o F range. The IHPRPT Phase I HTPB/RDX/AP/AL propellants were evaluated when exposed to typical strategic system thermal environments and this effort will extend our understanding of its ability to perform as a viable propellant for systems having a wider thermal storage or operational requirement. As new propellant ingredients become available it is necessary to develop new propellant formulations that can utilize them and to optimize the ballistic, mechanical and safety characteristics of the propellant to meet the requirements of the system or mission for which they are developed. In addition it is often desirable to take an existing propellant formulation and to adapt it to a new application. In the future, additional efforts may be ordered to develop propellants for other SRM applications.
3.5 Task Order 5, CLIN 0005 Conceptual Designs for Advanced Air-Launched Weapon SRMs: This task order is intended to be awarded at the same time as the basic IDIQ contract. All offerors shall submit a proposal for Task Order 5 in order to be considered for an award. The objective of this task is to develop designs for advanced air-launched weapon SRMs. The initial efforts shall be directed towards developing conceptual motor designs for an advanced 2000 lbm class air launched boosted penetrator system using high performance metalized propellants. The designs will be consistent with -65 o F to +145 o F storage or operational requirements. Motor requirements are available as part of the supplemental data package referenced in Section III, Para. 2. In the future, additional efforts may be ordered to develop conceptual designs for other advanced air-launched weapons including booster motors for ramjet and scramjet powered missiles carried by fighter and or bomber aircraft.
3.6 Task Order 6, CLIN 0006 Advanced High Speed Air-Launched Weapon SRM Development: This task has three areas of interest. The three areas may be ordered together or separately. AFRL is unlikely to have funds available for more than one award. Proposals are not being solicited for this task at this time. If the Government decides to expand the requirement and research into the High Speed Air-Launch Vehicle, then the Government will request proposals from those awarded the basic IDIQ contract. It is anticipated to solicit proposals on this task as early as March 2012.
3.6.1 The first area of interest is to develop a conceptual design for a SRM booster for a high speed air launched weapon. The technical details will be made available to qualified offerors in the supplemental data package referenced in Section III, Para. 2.
3.6.2 The second area is to develop components necessary to meet the performance goals of the SRM booster designed in the paragraph 3.6.1 above.
3.6.3 The third area is to design, fabricate and test the SRM booster which was conceptually designed in paragraph 3.6.1 above.
3.7 Task Order 7, CLIN 0007 SRM Component Development: This task order is to develop advanced inert components of solid rocket motors. The initial efforts on this task shall be directed to meeting the goal to reduce the inert mass fraction of a solid rocket booster motor by 20% over the baseline. Offerors may propose improvements to any of the inert motor components such as the motor case, internal insulation, propellant liner, nozzle including exit cone, thrust vector control and thrust vector actuators. Development of advanced materials may be required in order to achieve the 20% inert mass fraction reduction. The supplemental data package referenced in Section III, Para. 2 contains the Government objectives for each component. Offerors are not required to meet the individual component objectives so long as they demonstrate that the total inert mass fraction is reduced by 20%.
