About this opportunity

Department of the Air Force Global Strike Command intends to award a sole-source contract to Piller Power Systems, Inc. for repair of a frequency converter model AJS C8-1R-90-480/200-6/40-G-B, with responses due by July 12, 2026. The Determination and Finding justifies sole-source award on the basis that Piller Power Systems is the original equipment manufacturer and does not train or certify third-party service providers for this equipment.

Work is performed at Minot Air Force Base, North Dakota, specifically at the 5th Maintenance Squadron facility in Dock 8, Building 864, Bay 2. The contractor will provide all management, tools, specialized equipment, supplies, technical data, and labor necessary to troubleshoot, repair, and inspect the frequency converter in accordance with OEM specifications. The equipment is currently displaying two error codes requiring specialized expertise and materials.

Prior market research identified three potential alternative vendors; all failed to respond to outreach efforts. A prior similar requirement awarded to a non-manufacturer contractor on June 13, 2024 (Contract FA452824P0070) demonstrated that non-OEM contractors lack capability for complex repairs and can complete only basic maintenance. The contracting officer determined that acquiring repair services from the original equipment manufacturer is in the Government's best interest to ensure qualified personnel conduct repairs and avoid costly replacement due to improper repair completion. The D&F commits to conducting future market research to preclude similar sole-source awards.
