Determination and Finding (D&F) for Sole Source Acquisition
This is a Determination and Finding document dated 1 July 2026, prepared by Contracting Officer Nitra P. Latta (USAF) authorizing a sole source acquisition for frequency converter repair services from Piller Power Systems, Inc. The requirement is for the 5th Maintenance Squadron at Minot Air Force Base, North Dakota, and involves troubleshooting, repair, and inspection of a frequency converter located in Dock 8, Building 864, Bay 2. The equipment is currently displaying two error codes that require specialized expertise and materials to remediate.
The D&F justifies the sole source determination based on several factors: Piller Power Systems, Inc. is the original equipment manufacturer and does not train or certify third-party service providers for this equipment; a prior similar requirement for the 5th Munitions Squadron (Contract FA452824P0070) awarded on 13 June 2024 demonstrated that non-manufacturer contractors can only complete basic maintenance and lack the capability for complex repairs; and market research conducted through GSA Advantage, DSBS, and SAM.gov identified three potential alternative vendors, all of whom failed to respond to outreach efforts. The contracting officer determined that acquiring repair services from the original equipment manufacturer is in the Government's best interest to ensure qualified personnel conduct repairs and avoid costly replacement due to improper repair completion. The D&F commits to conducting future market research to preclude similar sole source awards.

DETERMINATION AND FINDING
FREQUENCY CONVERTER REPAIR SOLE SOURCE
1 July 2026
1. AUTHORITY:
This Determination and Finding (D&F) is prepared in accordance with the authority of RFO 12.102(a), which requires the CO to document the decision that only one source is available and the basis for the decision for acquisitions valued at or below the simplified acquisition threshold (SAT),.
2. FINDINGS:
a. Description: The 5th Maintenance Squadron (5 MXS) has a requirement for troubleshooting, repair, and inspection of the frequency converter in Dock 8, Building 864, Bay 2 at Minot AFB, ND.
b. Requirement for Sole Source: The equipment is currently showing two error codes. These codes require specialized expertise and materials to troubleshoot and repair. Piller Power Systems, Inc.
is the manufacturer of the frequency converter. At this time, Piller Power Systems does not train or certify any third-party organizations as factory-authorized service providers for this equipment.
Additionally, a similar requirement for the 5th Munitions Squadron (FA452824P0070) was awarded on 13 June 2024. The contractor was only able to complete basic maintenance and stated the converter is a specialized piece of equipment and should be repaired by the manufacturer.
c. Efforts to Obtain Competition: Market research conduct using GSA Advantage, DSBS and SAM.gov. GSA Advantage and DSBS were utilized to determine how many vendors can provide frequency converter repair service and vendor's contact information. Emails were sent to three vendors in addition to the manufacturer. No responses were received from the three vendors.
d. Steps to Preclude Future Sole Source Awards: Market research will be conducted for future requirements to determine whether other vendors are capable of performing the service.
3. DETERMINATION:
Based on the findings above, I hereby determine that the acquisition of frequency converter repairs and service from Piller Power Systems, Inc., on a sole source basis is in the best interest of the Government.
Acquiring the service from the original equipment manufacturer will ensure repairs are conducted by qualified personnel and avoid costly replacement if repairs are not completed correctly.
