The National Aeronautics and Space Administration (NASA) is soliciting proposals for the Marshall Space Flight Center’s Minor Construction Contracts V (MCC-V), which includes a wide range of construction services such as maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and welding, roofing, building renovations, building construction, demolition, and USGBC LEED projects. The contract will be a Multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with firm-fixed-price task orders, with an effective ordering period of five years from the contract effective date, which is anticipated to be March 26, 2024. Historically, 60 to 80 task orders with a total combined price of $8 million to $12 million have been awarded annually.

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Marshall Space Flight Center’s Minor Construction Contracts V (MCC-V) solicitation.  The principal purpose of this requirement is to provide support performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition, and United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects.

NASA will conduct this acquisition as a 100% Small Business Set-Aside competition.  The North American Industry Classification System (NAICS) code for this acquisition is 236220 - Commercial and Institutional Building Construction and the small business size standard is $45M.

This competitive acquisition will result in a Multiple-award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with firm-fixed-price task orders. The contract will have an effective ordering period of five years from the contract effective date

The anticipated contract award date is March 13, 2024, with a March 26, 2024 contract effective date. The contract will be performed onsite at NASA (MSFC). 

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.215-1, INSTRUCTIONS TO OFFERORS–COMPETITIVE ACQUISITION, in particular paragraph (f)(4) which discusses the Government’s right to award a contract without discussions.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF). 

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits,  any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable.  The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

This RFP does not commit NASA (MSFC) to pay any proposal preparation costs, nor does it obligate NASA (MSFC)to procure or contract for these services.  This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than 12:00 p.m. Central Time December 7, 2023.  Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform.  Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box.  Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.

In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel.  All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.

Potential offerors are required to register for the virtual industry meeting no later than 4:00 p.m. Central Time November 6, 2023, by contacting the individual specified in the provision MSFC 52.205-90, Designated Point of Contact.  All questions regarding this RFP should be submitted in writing, electronically to Joseph R. The National Aeronautics and Space Administration (NASA)/Marshall Space Flight Center (MSFC) plans to issue a Request for Proposal (RFP) for their multiple indefinite-delivery, indefinite-quantity (IDIQ) Minor Construction Contracts V (MCC-V) requirement.  Work under MCC-V will be performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition, and United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects.  

The Government does not intend to acquire a commercial item using FAR Part 12.   

This acquisition is a 100% Small Business Set-Aside.

The NAICS Code and Size Standard are 236220 - Commercial and Institutional Building Construction and $45M, respectively.

The anticipated release date of the RFP is on or about September 6, 2023 with an anticipated offer due date of on or about October 5, 2023.

All responsible sources may submit an offer which shall be considered by the agency.

The National Aeronautics and Space Administration (NASA)/Marshall Space Flight Center (MSFC) is hereby soliciting information from potential sources for multiple indefinite-delivery, indefinite-quantity (IDIQ) Minor Construction Contracts V (MCC-V). Work under MCC-V will be performed in the construction category which may include, but is not limited to, maintenance, repair, painting, alteration, architectural, mechanical, electrical, plumbing, heating/air conditioning, civil, earthwork, fencing, structural, steel fabrication and or welding, roofing, building renovations, building construction, demolition, and United States Green Building Council (USGBC) Leadership in Energy and Environmental Design (LEED) projects.

NASA/MSFC is seeking capability statements from all interested parties, including all socioeconomic categories of small businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for MCC-V. The Government reserves the right to consider a small, 8(a), women-owned small business (WOSB), service-disabled veteran-owned small business (SDVOSB), economically disadvantaged women-owned small business (EDWOSB), or HUBZone business set-aside based on responses received.

The existing effort is currently performed under 19 separate firm-fixed-price contracts with a period of performance from March 25, 2019, through March 24, 2024. Prospective offerors should have an established office within a 100-mile radius of MSFC and a minimum total bonding capability of $1 million (Single Job) and $2.5 million (Aggregate). Historically, 60 to 80 task orders with a total combined price of $8 million to $12 million have been awarded annually. The price range of the delivery orders has historically been between $5,000 and $1,000,000, with an average of $60,000 per task order. 

No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized on SAM.gov. Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.

MCC-V is not considered to be a commercial or commercial-type product in accordance with FAR 2.101. Interested firms having the required capabilities to meet this effort should complete and return the attached Contractor Capabilities Form.   

Responses to this RFI/sources sought must be submitted in writing via email. Oral communications are not acceptable in response to this notice. Proprietary information should be marked accordingly. Submissions shall be addressed to the contracting office and personnel outlined below. The Contractor Capabilities Form must provide the following information as a part of its cover sheet:

(a) Company name and address;

(b) Business size and type; Unique Entity ID (UEI)

(c) Point of Contact;

(d) Phone/E-mail;

(e) NAICS Codes; and

(f) Information regarding company's capabilities

Responses are limited to two (2) single-sided 8.5" x 11" pages with 1" margins, and 12-point font (Arial or Times New Roman).
