About this opportunity
The Federal Emergency Management Agency (FEMA) National Community Section is seeking a small business contractor to perform a high-frequency (HF) antenna installation at the Minnesota Homeland Security and Emergency Management facility in Blaine, Minnesota. The project involves installing a US Antenna Products 1942-RT antenna system on the facility's clerestory, including mounting on non-penetrating roof sleds, installing conduit, and routing communication hardline with specific technical requirements. The Request for Quote (RFQ) requires vendors to submit a technical approach describing their methodological approach, provide three relevant past performance references, and submit a detailed price breakdown. Evaluation will be conducted on a best value basis, with technical factors considered significantly more important than price, and the award will be made to the lowest-priced, technically acceptable proposal. Quotes are due by May 30, 2025, at 12:00 PM local time, with pricing to remain valid for 30 days after submission.
The contract is designated as a total small business set-aside under NAICS category 334220 for Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing. The project has a performance period of 30 calendar days and will require the contractor to provide all labor, equipment, and materials for the antenna installation. The work encompasses precise technical specifications, including routing cables through existing cable trays, ensuring no roof penetrations, and completing installations per manufacturer guidelines. Contractors must coordinate site access, wear identification badges, and follow specific safety and documentation protocols. While the exact contract value is not explicitly stated, the government has confirmed funding equal to or exceeding the Independent Government Cost Estimate, and the place of performance is specifically located at the facility in Blaine, Minnesota, zip code 55449.

Award will be made to the lowest priced, technically acceptable proposal. The technical approach should not include prices. The price breakdown should be provided as a separate document.
