About this file
This is a Statement of Work (SOW) for a High Frequency (HF) antenna installation project for the FEMA National Radio System (FNARS) at the Minnesota Homeland Security and Emergency Management facility in Blaine, MN. The project requires the contractor to install a US Antenna Products 1942-RT antenna system on the facility's clerestory, including mounting the antenna on non-penetrating roof sleds with specific ballast requirements, installing 2" Schedule 40 PVC conduit, and routing FEMA-provided LDF4-50A ½" Heliax hardline from the antenna to the bus bar in Room A218.
Key technical requirements include securing the hardline with specific clamps at 24" intervals, installing weather-sealed connectors, grounding the system per R56 standards, and performing VSWR and DTF sweeps to document the installation. The project has a 30-calendar day performance period, with the contractor responsible for providing all labor, equipment, and materials. Contractors must coordinate site access, wear identification badges, and follow specific safety and documentation protocols. The work involves routing cables through existing cable trays, ensuring no roof penetrations, and completing all installations per manufacturer specifications.
