About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command (MICC) Fort Sam Houston is soliciting proposals to provide boxed noon meals consisting of submarine-style sandwiches to applicants processing through the Minneapolis Military Entrance Processing Station (MEPS). The contractor must deliver meals daily Monday through Friday, excluding legal holidays and training days, with up to 28 Saturdays annually, with an estimated average of 35 meals per day and a maximum of 100 meals served between 10:30 a.m. and 1:00 p.m. Each boxed meal must include a choice of submarine sandwich (ham, turkey, roast beef, or vegetarian), lettuce, tomato, chips, a cookie, fruit, a straw, napkin, and condiments with beverage selections. The government will evaluate proposals using a Lowest Priced Technically Acceptable (LPTA) methodology, with key evaluation factors including a state or local health inspection report requiring a minimum A or B grade and past performance assessment. Offers are due by 10:00 a.m. on December 8, 2025, and the contractor must comply with strict food preparation, transportation, and service requirements, including maintaining a state or local licensed facility and completing required security and safety training.

This opportunity is set aside as a Total Small Business contract designated for Women-Owned Small Businesses (WOSB). The contract period runs from January 1, 2026, through December 31, 2028, with two option periods, requiring approximately 9,251 meals during each contract period with a government-guaranteed minimum of $1,500 in meal purchases. The total award value is $47,000,000 with a firm-fixed price structure and applicable wage determination requirements for Minnesota and Hennepin County. Performance will occur at Fort Snelling, Minnesota, with meals to be delivered directly to the MEPS location. The contract will be administered by MICC Fort Knox, and contractors must comply with various federal regulations including small business subcontracting limitations, equal opportunity requirements, and telecommunications equipment restrictions.
