Notice text
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Should this request not result in any offers from small business, the Government intends to enter into negotiations and award to a large business. The West Virginia Air National Guard is requesting double occupancy rooms in the quantities 20-30 each 10-12 times per year (depending on award date), and quantities of 5-10 each 3-4 times per year beginning October 2, 2009. A schedule will be provided within 60 days of contract award for rooms required during 2010, but rooms are typically needed for the first weekend of each month with only a couple of exceptions.
The exact number of rooms may vary, but the minimum guarantee will be 20 double rooms per Unit Training Assembly (UTA), with 10-12 scheduled UTAs occurring per fiscal year (1 October 30 September), and 5 double rooms per Scheduled UTA makeup (SUTA), with 3-4 scheduled SUTAS per fiscal year. An exact quantity, not to exceed 30 double rooms per UTA and 20 double rooms per SUTA may not be finalized until immediately prior to the Period of Performance.
Rooms required for the duration of this calendar year through 2009 are as follows: 20-30 double occupancy rooms for check in 2 Oct 09/check out 4 Oct 09; 20-30 double occupancy rooms for check in 6 Nov 09/check out 8 Nov 09; 20-30 double occupancy rooms for check in 4 Dec 09/check out 6 Dec 09; 5-10 double occupancy rooms for check in 11 Dec 09/check out 13 Dec 09.
Contractor agrees to scheduled inspections by health, safety, and compliance officials from the West Virginia Air National Guard to include individuals from the Contracting, Services, Public Health, Fire, and Safety offices. Properties will be evaluated based on, but not limited to, compliance with applicable federal standards. This information will be used for Official Use Only and would be considered proprietary information under the Freedom of Information Act. Proposals will be evaluated based on: 1) health, safety, and compliance inspection results, 2) price, and 3) minimum standards of service, quality, and amenities. Health, safety, and willingness to comply with the governments administrative processes will be most important, followed by property service standards and price being equally important.
Properties minimum standards of service, quality, and amenities shall be equal to those assigned a three star rating or better by independent rating experts in the industry such as Travelocity, and the system shall be based on a 5 star rating system in accordance with industry standards. Properties with a three star rating are described as properties offering a higher level of service with additional amenities, features, and facilities. The property grounds, dcor, and quality of furnishings are a noticeable upgrade in terms of style and class. Most properties in this category feature restaurants serving breakfast, lunch, and dinner. Room service availability may vary. Parking, pools, and fitness centers are often provided. Properties must also be within a 9 mile radius of 1679 Coonskin Drive, Charleston, WV. Parking must be available at no charge, or any fees must be included in the proposed rate for lodging.
Occupancy will be based on double rooms and will be priced PER PERSON, i.e. if a double room is ordered and is not available at the time of check in then the occupant will be provided a single room at the double occupancy rate which is half the rate of a double room. For example, if the rate for a double room is $66 (for two people) and the hotel assigns individual(s) to single rooms instead when double rooms were ordered, then the rate charged for the single room will be half of the double occupancy rate at $33, or $33/person, unless single rooms were specifically ordered. The contractor is not authorized to send members to sister hotels under this contract unless terms have been negotiated and the contract has been modified, in writing, by the Contracting Officer. The contractor will be provided with two lists of names: Members authorized lodging in a double occupant room/at the double occupancy rate, and members authorized a single occupant room/at the single occupancy rate. The only tax applicable to services provided as a result of this solicitation is the 3% occupancy tax. This tax must be included in the proposed rate(s) and shall not be billed separately.
A hotel will be notified and selected within a reasonable period of time, at least 30 days prior to the first scheduled delivery of 4 Oct, 2009; however, the purchase order will not be awarded until 1 October 2009, due to fiscal year constraints. Invoices must be processed electronically via Wide Area Workflow [www.wawf.eb.mil]. A Government Purchase Card will NOT be used as a payment method.
