About this opportunity

The US Geological Survey Geology, Energy and Minerals Science Center seeks mineral separation services with quotes due September 17, 2026 at 0800 PDT and questions due September 15, 2026 at 0800 PDT. This is full and open competition with no set-aside. Submission is by email only to the Contracting Officer; hardcopy and web portal submissions will not be accepted.

Place of performance is Reston, Virginia, with delivery FOB Destination to 12201 Sunrise Valley Drive, MS-153. The contractor must process approximately 125 samples over a five-year period (estimated September 18, 2026 through September 17, 2031) on an as-needed, rolling basis.

Technical requirements include proven experience in mineral separation for geological research and in-house performance of all separation work with no third-party subcontracting. The contractor must process kilogram-sized samples and small drill core samples using electro pulse disaggregation and standard jaw crusher techniques; deliver sample receipt documentation within two business days of receipt; complete mineral separation within six weeks; and deliver mineral concentrates, remaining original material, and a digital results report within six weeks. Quality assessment is based on mineral purity and separation capability by density and magnetic susceptibility. The contractor shall collaborate with USGS staff to determine separation methods on a sample-by-sample basis.

Offerors must provide pricing per sample. Service Contract Labor Standards Wage Determinations apply, with an equivalent federal wage rate of $29.57 per hour for Physical Science Technician (1311) positions. The NAICS code is 541380, Testing Laboratories; PSC is B517, Special Studies/Analysis-Geological. Evaluation factors are capability (technical capability and capacity to perform within required timeframe) and price. The Government reserves the right to conduct discussions and may accept other than the lowest offer. The contract incorporates standard FAR clauses for commercial services, including two deviations: Clause 52.222-90 prohibiting racially discriminatory DEI activities, and Clause 52.223-23 requiring sustainable products.

MINERAL SEPARATION SERVICES
REQUEST FOR QUOTE

INTRODUCTION
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This acquisition is available for full and open competition.

DESCRIPTION
The US Geological Survey - Geology, Energy and Minerals Science Center in Reston, VA, requires Mineral Separation Services as described in the attached Statement of Work.

RELEVENT INFORMATION
The North American Industry Classification System (NAICS) code 541380, Testing Laboratories, applies to this announcement, along with Product Service Code B517, Special Studies/Analysis-Geological. This service is subject to the Service Contract Labor Standards Wage Determinations.
