Pin specifications are strictly defined: 1.125-inch diameter die-struck soft-enamel pins with Pantone 104C gold metal, Pantone 541C and Pantone 188C enamels, featuring a USA map with MVP logo, three stars on each side, "DEPARTMENT OF VETERANS AFFAIRS" at top, "MILLION VETERAN PROGRAM" at bottom, gold rope edge, and black rubber clutch backing. The back displays only "mvp.va.gov" engraved with one pin needle. Individual pins must be enclosed in plain unprinted poly bags.
Production is phased: 10 preproduction samples delivered to Washington, DC within 90 days of order; 100 additional samples to a Government-designated address; full production of 140,000 pins following Government approval, completing no later than November 29, 2026. All delivery is FOB destination to VA Palo Alto Health Care System.
The procurement is firm-fixed-price. Buy American requirements (FAR 52.225-1 and 52.225-2) apply. The Nonmanufacturer Rule applies to this small business set-aside. Evaluation considers technical capability, delivery schedule, and price. Quotes must be submitted electronically to Edward Hunter (Edward.Hunter@va.gov) and Janetra Johnson (Janetra.Johnson@va.gov). RFQs are due 72 hours before quote closing.
