About this opportunity
The National Oceanic and Atmospheric Administration (NOAA) Western Acquisition Division is procuring a Milli-Q EQ 7000 ultrapure water purification system to support the Southwest Fisheries Science Center Santa Cruz Laboratory in California. This firm-fixed price purchase order will be awarded on a sole source basis under Federal Acquisition Regulation (FAR) 12.102(a) and 41 U.S.C. 1901. The system must produce Type 1 ultrapure water meeting resistivity specifications of 18.2 MΩcm @ 25°C with low total organic carbon (TOC) and particle-free output, consistent with ASTM Type I, ISO 3696 Grade 1, and CLSI guidelines for sensitive laboratory applications including HPLC/UHPLC, IC, elemental analysis, and cell/molecular biology research. The contractor must furnish, deliver, install, and commission the system with specified accessories, remove the existing non-operable unit with environmentally responsible disposal, provide operator training, and maintain manufacturer certification for Milli-Q EQ series installation and service. The pre-solicitation notice was posted on March 23, 2026, with a due date of April 2, 2026, and interested firms that believe they can meet the government's requirements may submit substantiating documentation during this period.
This procurement carries no set-aside designation and is intended as a sole source award to MilliporeSigma, the original equipment manufacturer. The contract includes a base performance period from April 2026 through April 2027, with four option periods extending through April 2031 for continued maintenance and service support. The deliverable consists of one Milli-Q EQ 7000 system with specified accessories including a country box, benchtop kit, Q-POD dispenser mounting kit, conductivity cell, water sensor, wall mounting bracket, polishing kit, and two Millipak 0.22 micrometer filters. The contractor must provide a four-year preventive maintenance service contract beginning upon completion of the base period, which includes annual on-site maintenance visits, parts replacement, system checks, and priority issue response. All work must comply with MilliporeSigma guidelines, OSHA safety standards, EPA disposal regulations, and NOAA site-specific requirements, with delivery specified as FOB Destination to Santa Cruz, California.
