About this file
This is a Statement of Work (SOW) for the procurement and installation of a Milli-Q® EQ 7000 ultrapure water purification system and associated multi-year maintenance services for the NOAA National Marine Fisheries Service Southwest Fisheries Science Center Santa Cruz Laboratory in California.
The contractor must furnish, deliver, install, and commission one Milli-Q EQ7000 system with specified accessories including a country box, benchtop kit, Q-POD dispenser mounting kit, conductivity cell, water sensor, wall mounting bracket, polishing kit, and two Millipak 0.22µm filters. The system must produce ultrapure Type 1 water meeting resistivity of ≥18.2 MΩ·cm @ 25°C, low TOC, and particle-free output per manufacturer and industry standards (ASTM Type I, ISO 3696 Grade 1, CLSI guidelines). Additional tasks include safe disconnection and removal of the existing non-operable Milli-Q system with environmentally responsible disposal, installation and commissioning at the Santa Cruz facility with operator training, and a four-year preventive maintenance service contract beginning upon completion of the base period. The service contract must include annual on-site maintenance visits, parts replacement, system checks, and priority issue response. The period of performance runs from estimated April 2026 through April 2027, with four option periods extending through April 2031 for continued maintenance and service. All installation, service, and equipment removal must comply with MilliporeSigma guidelines, OSHA safety standards, EPA disposal regulations, and NOAA site-specific requirements. Contractor personnel must possess manufacturer certification and training for Milli-Q EQ series installation and service, with demonstrated experience in ultrapure water system installation and removal in research laboratory settings.

NOAA/NATIONAL MARINE FISHERIES SERVICE
SOUTHWEST FISHERIES SCIENCE CENTER
Fisheries Ecology Division
STATEMENT OF WORK
Milli-Q® EQ 7000 Ultrapure Water Purification System & Maintenance Agreement
I. Background/Overview:
The Santa Cruz Laboratory (SCL) is a fisheries research facility of the National Marine Fisheries Service (NMFS), part of the National Oceanic and Atmospheric Administration (NOAA), Department of Commerce. The SCL is located approximately 1000 feet from the coastal surf zone, creating a harsh coastal environment for equipment and systems. The facility is a two-story, 56,000 square foot building supporting approximately 120 researchers and staff. Research focuses on managing and conserving marine fisheries resources, including marine, coastal, and estuarine habitats. Activities include conferences, meetings, chemical and biological experiments, aquarium/wet studies, videotape analyses, and computer-based modeling/statistical studies. Ultrapure water is critical for sensitive laboratory applications such as HPLC/UHPLC, IC, elemental analysis, cell/molecular biology, and biochemistry to ensure accurate results in fisheries ecology, habitat assessment, and related environmental research. The current Milli-Q water purification system is non-operable and requires replacement, including trade-in for credit/removal.
II. Scope of Work
The Southwest Fisheries Science Center, Santa Cruz Laboratory requires a high-quality ultrapure water purification system to support ongoing and future research needs. The contractor shall furnish, deliver, install, and commission one (1) Milli-Q® EQ 7000 ultrapure water purification system, including all specified accessories, installation services, a multi-year preventive maintenance/service contract, and trade-in/removal of the existing non-operable Milli-Q water purification system. Services shall be complete in all respects and include labor, tools, materials, equipment, subcontracts (if any), engineering support, and any required drawings/plans. The system shall produce consistent ultrapure (Type 1) water from a purified source, with features for ease of use, ergonomic dispensing, and low environmental impact. The contractor shall coordinate and execute the trade-in of the old system, including safe disconnection, and removal from the site.
III. Tasks
The contractor shall complete the following tasks.
1. Task 1: Procurement and Delivery of Equipment
A. Furnish and deliver the Milli-Q EQ7000 ultrapure water purification system including:
Associated accessories: Country box (ZFCBEEQ0US), benchtop kit for HMI (BTEQ0DKT), mounting kit for Q-POD dispenser (SMEQ00KT), conductivity cell with pressure regulator (ZEQ7C0NDC), water sensor (ZWATSENA1), wall mounting bracket (SYSTFIXA1), polishing kit (IPAKKIT00), Millipak® 0.22µm filters (MPGP002A1, Qty 2), and freight as applicable.
All items must meet or exceed the quoted specifications, with any substitutions requiring prior written approval from the Technical Point of Contact.
2. Task 2: Trade-In and Removal of Existing System
A. Coordinate and perform trade-in of the current non-operable Milli-Q water purification system. This includes: safe disconnection from existing infrastructure, removal from the SCL facility, and environmentally responsible disposal/recycling (per manufacturer guidelines and federal regulations).
3. Task 3: Installation and Commissioning
A. Install the new Milli-Q EQ7000 at the SCL site, including setup, connection to existing purified water feed, electrical/plumbing integration (accounting for removal of old system), system calibration, performance verification (to confirm resistivity ≥18.2 MΩ·cm @ 25°C, low TOC, and particle-free output), operator training for lab staff, and final commissioning. The Q-POD dispensing arm shall be mounted on the main filtration unit at the left side. Installation shall comply with manufacturer guidelines and site safety requirements in the coastal environment.
4. Task 4: Multi-Year Preventive Maintenance and Service Contract
A. Provide a four-year service contract covering preventive maintenance that is set to begin upon completion of the base period.
Services shall include annual on-site preventive maintenance visits, parts replacement, system checks, and priority response for issues. Service shall ensure continuous system reliability and water quality compliance.
5. Task 5: Documentation and Closeout
A. Deliver all installation drawings, operation/maintenance manuals, training materials, warranty documentation, performance verification reports, and trade-in removal/disposal confirmation. Provide a final report confirming successful completion, system acceptance testing results, trade-in execution, and contact information for ongoing support.
IV. Period of Performance
The period of performance shall be Est April 2026 – April 2027.
Option Period I: Est April 2027 – April 2028 (1st year – Service/Maintenance) Option Period II: Est April 2028 – April 2029 (2nd year – Service/Maintenance) Option Period III: Est April 2029 – April 2030 (3rd year – Service/Maintenance) Option Period IV: Est April 2030 – April 2031 (4th year – Service/Maintenance)
