About this opportunity

The Department of the Air Force Materiel Command Test Center (Air Force Test Center) seeks a Military Tandem Course training delivery, with proposals due September 18, 2026, at 7:00 AM Pacific Standard Time. The procurement is a total small business set-aside under NAICS code 611699 with a size standard of $16.5 million.

Place of performance is a contracted civilian drop zone within 125 miles of Edwards Air Force Base, California, surveyed and approved for military static-line and free fall parachute operations. The training must be completed during October 20–29, 2026, in accordance with USAF AFI 10-3503, Personnel Parachute Program.

Four line items comprise the requirement: a nine-day Military Tandem course of instruction; two military tandem course instructors with their own equipment for instruction and videography; conduct of the course at the approved civilian drop zone over 20 days; and two military tandem instructors providing instruction and certification for two to four instructor candidates, including FAA rigger services, required parachute systems and air items, and study materials. All line items are priced on a firm fixed-price basis with payment terms of NET 30, processed through Wide Area WorkFlow in accordance with DFARS 252.232-7006.

The contractor must be an approved MAJCOM-PPPM and/or USSOCOM vendor for Military Tandem instruction and must provide an air-conditioned training facility and FAA certified rigger support. Service Contract Act wage rates apply to Kern County, California, with Technical Instructor positions at GS-07 equivalent ($28.19 to $9.36 hourly rate with fringe benefits).

Evaluation uses Lowest Price Technically Acceptable methodology, with price as the primary factor and technical acceptability (ability to provide the required training in accordance with AFI 10-3503) as the secondary factor. Amendment 01 (September 16) extended the offer deadline from September 17 and removed the evaluation subfactor regarding ability to work at Perris Valley Airport.
