The contractor must be an approved MAJCOM-PPPM and/or USSOCOM vendor for military tandem instruction and must establish and maintain a quality control plan covering all Statement of Work requirements, OSHA compliance, and mishap reporting. Performance objectives are evaluated on a 100% requirement threshold, including provision of military tandem course instruction per AFI 10-3503, provision of two certified instructors with their own equipment, and conduct of the course at the specified civilian drop zone facility. The offer due date is February 18, 2026 at 12:00 PM Pacific Standard Time, with quotes required to be submitted via email in PDF format with a maximum file size of 10 MB; written offers only will be accepted, not oral offers.
This is a 100% small business set-aside, requiring all vendors to be registered as small businesses in SAM.gov under NAICS code 611699 with a size standard of $16.5 million. The contract period of performance is March 1-31, 2026, and the course will be conducted at Perris Valley CDZ, Perris Valley Airport in Perris, California, operating six days per week with Sunday off. The training will be provided to four military personnel who will serve as both course students and passengers during training flights, utilizing existing facilities already contracted by the Test Parachute Program with a suitable tailgate aircraft (minimum one Skyvan or Casa 212) available at Perris Valley. The government will provide all equipment except military tandem accessories including equipment harnesses, harness extenders, gun panels, and oxygen pouches. Inspection and acceptance will occur at Edwards Air Force Base, with contract administration directed to Paola Diaz (paola.diaz.1@us.af.mil) or Jenna Jacobson (jenna.jacobson@us.af.mil) at AFTC PZZ, and payment will be processed through the Wide Area WorkFlow system.
