About this file
This is a Question and Answers document (FA930226Q0018) addressing clarifications for a Military Tandem Personnel (MT-P) rating training course.
The training is scheduled for 02-16 March 2026 at Perris Valley, California, with military personnel as the sole students. The course will operate six days per week with Sunday as the only day off; the government requests flexibility to accommodate potential personnel absences due to illness or injury. The training requires a suitable tailgate aircraft (minimum one Skyvan or Casa 212) available at Perris Valley. Four military personnel will receive MT-P rating instruction, with those same four students serving as passengers during training rather than requiring additional personnel. The government (TPP) will provide all equipment except Military Tandem accessories, including equipment harnesses, harness extenders, gun panels, and two oxygen pouches. The course is personnel-only training with no requirement for forklifts or floor-mounted cargo rollers. Course validation has already been completed by USSOCOM, eliminating the need for USMC AMTT Liaison coordination and associated funding.

Question and Answers FA930226Q0018
1. Is the expectation that the course be conducted by 03/01/2026? The anticipated course dates are 02 March 2026 thru 16 March 2026. However, between now and then, people could get sick, injured, etc. Please provide leeway to account for life events.
2. What will the training schedule look like? The only day off is Sunday; only military personnel are taking this course.
3. The issued quote was for training at our facility, not Perris Valley, California, as stated in the notice. The course must occur at Perris, CA to be viable.
4. Is a suitable tailgate aircraft available at Perris Valley to support this training – minimum one (1) Skyvan or Casa 212? Yes, those are the standard aircraft.
5. Four (4) personnel for Military Tandem Personnel (MT-P) rating? Yes.
6. Is the unit providing an additional four (4) personnel for training to serve as “passengers” for the MT-P students? The students are also the passengers; not all 4 are airborne at the same time.
7. What equipment is the unit providing or is the expectation that CPS provide all required equipment? We, TPP, are providing all equipment except for MT accessories: equipment Harnesses, extenders for equipment harness, gun panel, and two O2 pouches.
8. If the location is Perris Valley, California, is a forklift available for the Military Tandem Tethered Bundle (MTTB) portion of the training? This course is personnel only; forklift not needed.
9. If the location is Perris Valley, California, are floor-mounted cargo rollers available for the suitable ramp aircraft? Not applicable/required.
10. Has the client coordinated for and ready to fund the USMC AMTT Liaison for course validation?
The course is already validated by USSOCOM; we do not go through the USMC.
