Update #2 ·
Notice amended to post solicitation content via the attachments.
Update #1 ·
This action is to announce the upcoming solicitation of a requirement to establish new Blanket Purchase Agreements (BPAs) for recycling/disposal of various scrap tires at U.S. Military Installations serviced by DLA Disposition Services. The BPAs will not be established based on priced, instead task orders for the geographically organized scrap tire needs will be competed amongst the multiple anticipated BPA holders based on price. Initially establishing the BPA with responding firms will be based on acceptable submission of their proposed disposition of the scrap tires, and an acceptable past performance submission. The action is a 100% small business set-aside with a NAICs code of 562219, size standard of $38.5 million. BPAs are expected to last 5 years with an available 5-year option, though note the firms who receive a BPA are not required to respond to all competed task orders, only those which suit their capabilities and interest. Additionally there will be a means for either party to conclude the BPA earlier than its original duration if appropriate.
The solicitation will be posted on or about 30 Apr 2015, with instructions as to what those interested must submit to be considered for a BPA covering this requirement. Questions concerning this action will be invited when the solicitation is posted.
