The solicitation is amended to answer questions received by the question deadline of Wednesday, 13 May 2015, and incorporate other changes as specified herein. The Questions and Answers (Q&As) are as follows:
1) There are no estimated weights listed(?).
Correct. As per the terms, prices will be solicited on order requests with estimated quantities, solicited to the various firms holding BPAs as a result of this action. Firms can consider this action as basically establishing a pre-approved list of firms who are then eligible to win the specific orders during the 5-year period.
2) Are we required to pick up all tires or can some tires be refused due to their poor condition?
Orders under the BPAs will be for final recycling/disposal of the scrap tires and no tires can be refused.
This is unlike the Greening Program, currently no longer in effect, where the tires were removed at no cost to the Government but the vendor did not have to take all the tires. Note the revision to Paragraph 2 of the Performance Work Statement (PWS) being posted with this amendment, to reiterate that no scrap tires can be refused.
3) May we quote a unit price of $0.00 and in effect operate as if this was the past Greening Program?
No. The current position within our activity is that we can no longer offer a no-cost final disposition of tires method, strictly the sales program and for what is not sold, tires ordered under the recycling/disposal BPAs established from this solicitation. Given that and since no tires can be refused under these orders for final disposition of the material, a unit price is required for all order line items. Note that it can be up to four digits past the decimal in our procurement/financial systems being utilized.
4) How many locations are there for pick-up?
All our Continental United States (CONUS) locations and surrounding Receipt-in-Place sites serviced by them are eligible. But the orders themselves are organized geographically, typically multiple adjoining states such as New York, New Jersey and Pennsylvania locations on one order, or for a larger single state area such as Southern California on its own order. All order requests will list each specific site being serviced with its estimated quantities and as per the terms, firms with BPAs can choose to pursue only those orders that suit their interests.
5) Does the 10,000 lb. minimum per Call Order continue? We cannot find that in the new terms.
Yes, it is in clause 52.216-19 on page 7 of the basic solicitation content, in the clauses section. Note this amendment also adds a minimum annual weight for sites where trailer placement is required, via revision to the trailer placement coverage at Paragraph 13 of the PWS.
6) How long will it be before we will be able to bid on tires?
Our goal is to have the first requests for tire order pricing begin in July 2015.
7) How many acceptable past performance references will be okay as well as what time range?
Just one reference is sufficient if the work shown is comparable, so compliant tire removal and final disposition including recycling/disposal when needed. We ask that reference projects show performance within the past three years from the solicitation issue date.
8) Will the description of the Acceptable Submission of Disposal of the scrap tires be in proposal format?
(clarification of this question led to it being how detailed must the description be on removal, transportation, mutilation/shredding and final recycling/disposal)

Descriptions can be in summary form provided that section of the DLA Form 1822 is completed as per its instructions.
9) Will all the proposal submission documents be mailed, faxed, or emailed to you?
Responses must be via email only under this action, and note the company’s references submit the Contractor’s Past Performance Data Sheet after the contractor has completed Part I of the form and sent it to the reference(s). Therefore the contractor’s direct submittal to this office is per page 3 of the solicitation content, namely the DLA Form 1822 provided the firm is certified in SAMS for the applicable NAICs. The form can be submitted with a cover letter or with the solicitation’s Standard Form 1449 completed by the responding firm, and note the conclusion of this amendment requires that it also be acknowledged via completing its Standard Form 30 issuing form, or within a firm’s cover letter or submission email.
10) What are the geographical boundaries for each potential BPA?
See #4 above.
11) What is the address of each location that will require tire disposal over the course of the anticipate Blanket Purchase Agreements?
See #4 above.
12) What is the approximate volume of tires (both number and total weight) requiring disposal at each location (by address)?
We don’t currently have figures for all sites, and the best available estimates will be included with order pricing requests when solicited to BPA holders. Military turn-ins of the scrap tires vary widely and are recently being impacted by the suspension of the Greening Program that had no-cost disposition taking precedence over disposition at cost through BPA orders. Changes in sales efforts may also impact estimates.
13) Who are the incumbent tire disposal contractors within the Continental U.S.?
The firms are as follows, though note not all have actively participated in recent order competitions under the 2010 BPAs. Also pursuing potential contact information is up to the firm’s responding to this 2015 action, since the incumbent firms may or may not be interested in such inquiries:
BDS Waste Disposal, Corrina, ME Tire Removal Services, Hebron, CT Haz Mat, Riverside, CA Applied Remediation, San Jose, CA Unlimited Recycling, Richmond, MI US Product Conversions & Trade, Montgomery Village, MD C2G Limited, Goose Creek, SC RKJ Rollingstone Tire, Sylvania, GA
14) How much did the DLA spend in the Continental U.S. for tire disposal in 2014?
We don’t have figures that would be useful for this purpose given the changing nature of tire disposition through our activity and wide variations in military turn-ins annually. Prices will be solicited per each order with the firms deciding which orders they pursue, and we’ve tried to keep the initial submission necessary to obtain a BPA to the bare minimum that meets our procurement procedure requirements.
15) Why is it you are not going through Government Liquidation (GL)/Liquidity Services for this requirement?
Sales efforts including those through GL are still in effect, final disposition through BPA orders is for
PAGE 3 OF 5 PAGESCONTINUATION SHEET REFERENCE NO. OF DOCUMENT BEING CONTINUED:
tires that are not sold via those efforts. Note the revision to Paragraph 22 of the PWS included with this amendment regarding the impact of sales efforts taking precedence over disposition via BPA orders.
16) Are you the contact who will put Anniston, AL, out for bid, or will it be with GL?
See #15 above and for tires that are not sold and need BPA order coverage, order processing will be by any one of several different acquisition personnel from our office.
17) Scrap tires we have handled that can’t be reused or repurposed we have taken to registered disposal/recycling facilities. Our question is whether that would impact our classification for the NAICs or more importantly eligibility for the BPA? (since we have final disposal of the unusable tires done by facilities other than our own)
The NAICs is per a firm’s self-certification in SAMs and should not be impacted by the firm’s subcontracting except for possible cases of the same parent company or other legal ownership affiliation such that the firm may not meet the maximum dollar revenue standard to be considered small. Whether or not a firm directly owns a recycling/disposal facility they utilize does not impact eligibility for holding a BPA, though note the facilities must meet all required licensing/permitting requirements as per the PWS.
No other questions can be considered after this amendment, and the response due date and time remains as Friday, 29 May 2015, at 2:00pm local (Battle Creek, MI) time.
Firms are required to acknowledge receipt of this amendment within their response, via execution and return of its issuing SF 30 or via their cover letter or email submittal itself.
