About this opportunity

The U.S. Army Corps of Engineers Engineering District Fort Worth is seeking qualified lessors to provide retail and related office space in Monroe, Louisiana (zip code 71201) to house the Military Recruiting Services Office. The procurement requires between 3,730 and 4,662 gross square feet of Class A or B retail space that complies with all federal, state, and local ordinances, as well as Department of Defense Unified Facility Criteria for force protection standards. Key requirements include parking (designated or open), compliance with flood plain restrictions (must not be in 100-year flood plain), and readiness for occupancy by May 1, 2026. The Government will evaluate proposals based on the availability of suitable space, economic feasibility of the alternative location compared to the current lease, and anticipated costs associated with relocation, including physical move costs, tenant improvement replication, and infrastructure setup. Interested parties must submit expressions of interest to Amanda Gage at the U.S. Army Corps of Engineers no later than May 1, 2026, and may contact her at 817-886-1214 or amanda.l.gage@usace.army.mil with any questions.

This opportunity carries no set-aside designation and represents an initial five-year fully serviced lease with no incumbent contractor identified in the pre-solicitation notice. Interested parties must provide specific documentation with their expressions of interest, including the building name and address, floor plan drawings, digital street-view photographs, rentable and usable square footage calculations per BOMA standards, rental rates per square foot (base plus NNN charges), and applicable common area factors. While no specific award value or budget range is disclosed in the pre-solicitation notice, the Government's decision will be influenced by comparative cost analysis of the alternative space against the expense of relocating from the current facility. The classified PSC category X1AZ covers lease and rental of other administrative facilities, and this procurement falls under NAICS code 531120 for lessors of nonresidential buildings, indicating the Government is actively seeking commercial real estate solutions in the private sector.

The U.S. Government currently occupies retail and related space in a shopping center under lease in Monroe, Louisiana, that will be expiring.  The Government is considering alternative space if economically advantageous and is seeking to lease between minimum SF 3,730 and maximum 4,662 SF gross square feet of existing Class A or B retail space, in Monroe, Louisiana, specifically in zip code 71201.  In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure and non-productive agency downtime.
