About this opportunity
The Wyoming Army National Guard is seeking a contractor to provide comprehensive military recruiting training services designed to enhance the performance and effectiveness of recruiters, section chiefs, and command teams. The solicitation, numbered W912L325RA003, requires the selected vendor to deliver five on-site training days in Wyoming, provide unlimited seats for seminars across the country, and conduct 12 virtual one-hour training sessions for underperforming personnel. Proposals are due by March 6, 2025, with questions and requests for information due by February 25, 2025. The evaluation will follow a best value continuum approach, with past performance significantly more important than price, using a pass/fail technical assessment and performance confidence ratings ranging from Substantial Confidence to No Confidence. The contracting officer will determine price reasonableness and may require additional cost information if adequate price competition does not exist.
The solicitation is set aside 100% for small businesses under NAICS code 611430 with a size standard of $12 million. The contract period of performance is from April 1, 2025, to March 31, 2026, with a firm-fixed-price structure. The place of performance will be Cheyenne, Wyoming, with training conducted between 0730-2000 Mountain Standard Time on weekdays and weekends, excluding federal holidays. The government will provide necessary workspace, telephones, computers, and utilities for contract performance. While no incumbent contractor is mentioned, the training objectives include mission planning, leadership development, resource management, community engagement, and public relations, with a focus on aligning with state demographics and Army National Guard goals. The contract allows for a maximum of 50 participants per seminar, and all training dates must be coordinated in advance, with on-site training requiring six weeks' notice, seminars three weeks' notice, and virtual sessions 14 days prior notice.
