About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting proposals for Military Free Fall (MFF) Training Support Services through an Indefinite Delivery Indefinite Quantity (IDIQ) contract to support Navy Explosive Ordnance Disposal (EOD) personnel training. The contractor must provide fully qualified Accelerated Free Fall Instructors, parachute riggers, and comprehensive instructional support including parachute rigging and quality assurance inspection services. Key requirements include delivering a complete 20-day course of instruction within a 26-day period, accommodating 20 to 30 students per class with a maximum of six classes annually, and providing two USSOCOM-approved tail-exit aircraft, 70 MFF parachute systems (MT-3/4), vertical wind tunnel training, and all necessary facilities and equipment. The contract will be awarded as a sole source, firm fixed-price agreement and evaluated based on contractor capability to meet the Performance Work Statement requirements, including qualifications of personnel, equipment specifications, facility standards, safety compliance, and quality assurance protocols. The proposal due date is February 13, 2026, and the contract period runs from April 1, 2026 through September 14, 2028, with a two-year initial ordering period and an optional six-month extension.
This solicitation includes no small business set-aside designation. Complete Parachute Solutions, Inc. (CPS) is the designated sole-source awardee, succeeding the incumbent contract N0018923D0035, which expires December 14, 2025. While a specific total contract value is not publicly disclosed in the available documents, pricing is structured as firm fixed price per student per course, with the government anticipating a maximum of six classes per year and class sizes ranging from 20 to 30 students. The contract encompasses a 60-day mobilization phase following task order issuance, during which the contractor must complete a pilot course before commencing regular training operations, with a one-year base period followed by one additional one-year ordering period option. The primary place of performance is Coolidge, Arizona, which offers more than 300 jump days annually and provides optimal conditions for the required training altitude range of 9,500 to 15,999 feet above ground level.
