About this opportunity

The United States Coast Guard seeks analysis and recommendations for its Military Equal Opportunity program through a Request for Quote, with proposals due September 24. The procurement is a 100% Total Small Business Set-Aside.

The requirement involves comprehensive analysis of existing USCG and other military branches' MEO processes to inform development of an updated USCG MEO program, including policies, instructions, and standard operating procedures. The scope includes in-depth research, stakeholder engagement, current-state analysis, and development of an actionable implementation plan. The period of performance is September 18, 2026 through March 17, 2027 (180 days).

Place of performance is Washington, DC. The NAICS code is 541611 (Administrative Management and General Management Consulting Services) and the PSC is R699 (Support – Administrative: Other Service). Responding contractors must be registered in SAM under this NAICS code prior to quote submission.

The pricing worksheet establishes two CLINs: CLIN 0001 requests 180 hours of labor from a Senior Research Analyst at an unspecified hourly rate, and CLIN 0002 covers travel expenses. The contractor must designate a Senior Research Analyst with at least 10 years of EEO policy experience and a Master's degree or Juris Doctorate.

Evaluation uses Lowest Price Technically Acceptable (LPTA) methodology with two factors: technical acceptability and price. Quoters must submit responses in two separate volumes — Volume I for technical acceptability (maximum two pages) and Volume II for pricing using the provided Excel template. All work must be completed remotely. Deliverables include draft and final project plans, monthly and weekly status reports, quality control plan, risk management plan, stakeholder engagement plan, and three executive-level briefings.
