Paragraph 1:

The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) has a requirement for janitorial services at its Milford, Connecticut facility. The contractor shall provide all personnel, management, supervision, materials, supplies, equipment, and other items necessary to ensure the health, safety, sanitary conditions, and aesthetic appearance of the federal buildings. The contractor must maintain a quality control program to meet the performance standards outlined in the draft Performance Work Statement (PWS). NOAA is conducting market research through this pre-solicitation notice and is requesting interested companies to submit information on their capabilities and interest in providing these services by June 5, 2024.

Paragraph 2:

This procurement is unrestricted, with no set-aside designations. The government has not indicated any potential incumbent contractors. While no award value or budget range is provided, the scope of work includes janitorial services for an unspecified square footage of federal facilities. NOAA intends to use the responses to this sources sought notice to inform the development of a future Request for Proposal (RFP) or Request for Quote (RFQ), but no solicitation or award is guaranteed at this time.

This is not a solicitation. This is not a Request for Quote (RFQ), Invitation for Bid (IFB), Request for Proposal (RFP), Request for Application (RFA) or announcement of a solicitation, and does not assume the Government will award a contract or proceed with any of the above solicitation efforts in the near future. This request is for information purposed only and does not constitute a commitment, implied or otherwise, that a procurement action will be issued or awarded. No entitlement to payment of direct or indirect cost or charges by the Government will arise as a result of the submission of information. All information considered proprietary shall be marked accordingly. The Government shall not be liable for or suffer any consequential damages for improperly identified proprietary information. Properly identified proprietary information will be safeguarded in accordance with federal regulations. The purpose of this announcement is solely to gather information from the marketplace, and any responses received will be used to inform potential acquisition strategies and to support a determination about whether or not to set-aside the acquisition. Any responses received will neither be considered an offer by the responding party nor returned to the responding party. No telephone inquiries will be accepted, and requests for solicitation packages will not be honored at this time since no solicitation has been prepared.

PROJECT SUMMARY:

The Northeast Fisheries Science Center (NEFSC) has a requirement for janitorial services for the Milford facility. The contractor to shall provide all personnel, management, supervision, materials, supplies, equipment, tools, transportation and other items or services (except as stated herein) necessary to provide janitorial services. The Contractor shall ensure that these services are performed in a manner that ensures the health and safety of Federal employees and members of the public; and, both the sanitary conditions and esthetic appearance of Federal buildings. Superior customer service and well maintained facilities that present a clean, neat and professional appearance shall be furnished in accordance with all the terms and conditions of the contract. The Contractor shall be required to maintain a quality control program to ensure that the requirements of this contract are met. This program shall be created for identifying and correcting deficiencies in the quality before performance becomes unacceptable

INFORMATION REQUESTED:

NOAA may utilize the responses to this Sources Sought to conduct additional market research. Information obtained from this Sources Sought, and the subsequent communication with the vendors, if any, may be utilized to assist NOAA in developing a formal Request for Proposal (RFP) or Request for Quote (RFQ).

Please include the following:

• Size of business (e.g. small, 8(a) program, small disadvantaged business, woman owned, etc.)
• Experiences that are applicable to the scope of the SOW.
• Indicate whether your company is likely to offer, should a solicitation arise from this market research.

Telephone responses are NOT solicited and will not be accepted. No solicitation exists at this time. This synopsis is not to be construed as a commitment by the Government to award a contract, nor will the Government pay for the solicited information.
